На этом фоне, усугубляемом санкционным давлением, трансформацией рынков и вызовами импортозамещения, особенно остро встает вопрос о переосмыслении роли цифровых платформ и инфраструктуры, способной обеспечить устойчивое развитие промышленности на региональном уровне. В таких условиях критически важным становится выявление факторов, способствующих цифровой трансформации и росту производительности труда.</p><p>В статье рассмотрено влияние развития цифровых каналов связи, широкополосного интернета, цифровой зрелости органов власти и инвестиций в технологии на производительность труда в региональной экономике и особенно в обрабатывающей промышленности. Показано, что влияние цифровизации носит неоднородный характер: возникающий эффект выше в технологически развитых регионах с хорошо развитой инфраструктурой и высоким уровнем компетенций информационно-коммуникационных технологий. Существенную роль играют институциональные условия и качество государственного регулирования, включая меры поддержки отечественных цифровых решений. Анализ основан на панельных данных по регионам России за 2021–2023 гг. и включает эконометрическое моделирование с использованием моделей с фиксированными и случайными эффектами. Показано, что ключевыми драйверами роста производительности труда выступают развитие широкополосной связи, цифровая зрелость органов государственного управления и целенаправленные инвестиции в цифровые технологии. Новизна исследования заключается в комплексном и многоаспектном подходе к оценке влияния цифровизации на региональное промышленное развитие, которое учитывает не только технологические, но и институциональные факторы, такие как цифровая зрелость органов государственной власти и поддержка отечественных ИТ-решений. В исследовании проведен сравнительный анализ влияния цифровых факторов на производительность труда как в экономике в целом, так и конкретно – в обрабатывающей промышленности. Использованы актуальные панельные данные, отражающие период активной адаптации к санкционным ограничениям и импортозамещению. Введены и эконометрически оценены показатели, такие как «цифровая зрелость» государственных органов и затраты на внедрение цифровых технологий. Выявлена неоднородность воздействия цифровизации в зависимости от уровня технологического развития регионов, что позволяет разрабатывать дифференцированные стратегии.</p></abstract><trans-abstract xml:lang="en"><p>Digitalization is becoming a key driver of economic growth, particularly in the context of growing regional disparities and limited access to advanced technologies. Against the backdrop of sanctions pressure, market transformations, and the challenges of import substitution, there is an increasing need to rethink the role of digital platforms and infrastructure in ensuring sustainable industrial development at the regional level. Under these conditions, identifying the factors that promote digital transformation and labour productivity growth becomes critically important.</p><p>This article explores how the development of digital communication channels, broadband internet access, the digital maturity of public administration, and investments in technology influence labour productivity in regional economies, with a particular focus on the manufacturing sector. The findings indicate that the impact of digitalization is uneven: it is significantly stronger in technologically advanced regions with well-developed infrastructure and high ICT competencies. Institutional conditions and the quality of government regulation, including support measures for domestic digital solutions, also play a crucial role.</p><p>The analysis is based on panel data from Russian regions for the period 2021–2023 and employs econometric modelling using fixed and random effects models. The study demonstrates that the main drivers of productivity growth are the expansion of broadband infrastructure, the digital maturity of public governance, and targeted investments in digital technologies. The novelty of the research lies in its comprehensive approach to assessing the impact of digital factors on regional industrial development.
