В данной статье представлены предложения по формированию принципов эффективного пространственного распределения ресурсов между территориальными субъектами бизнеса с целью повышения эффективности региональной экономики. Проанализирован опыт и проведен сравнительный анализ структурного построения территориальных производственных комплексов в период плановой экономики с организационными структурными образованиями в условиях рыночной экономики. Поиск удачного сценария использования пространственного распределения экономических ресурсов региональной экономики является многоплановой, непростой и многовекторной задачей. Каждый регион обладает своим уникальным потенциалом, который нужно использовать при определении стратегии его социально-экономического развития. Как правило, в любом регионе есть приоритетные отрасли региональной экономики, которые могут выступать «локомотивом» развития смежных отраслей и предприятий. В частности, приморские регионы, а их в России двадцать, связывают свое приоритетное развитие с морехозяйственной деятельностью. В статье авторы выделяют из морехозяйственной деятельности сектор промышленного рыболовства, который по многим причинам может стать ядром эффективного регионального структурного объединения, представляющего рыбопромышленный кластер. Для эффективного функционирования рыбопромышленного кластера предлагается изменить принципы распределения квотных биологических ресурсов между пользователями с целью обеспечения рыночного принципа экономической взаимосвязи рыболовного судна с берегом и береговыми обслуживающими предприятиями, обеспечивающими морехозяйственную деятельность. При реализации подобного механизма произойдет эффективное распределение экономических ресурсов между участниками кластерного объединения с целью повышения эффективности региональной экономики.

Представленные авторами предложения по повышению эффективности пространственного распределения экономических ресурсов применимы для всех российских приморских регионов и могут быть использованы при разработке принципов повышения эффективности региональной экономики.

Решение проблем повышения эффективности пространственного распределения экономических ресурсов Северного бассейна на примере рыбной отрасли, а также создание условий для реализации принятой стратегии развития региона позволят использовать данные подходы и для других приоритетных отраслей региональной экономики. Это должно положительно сказаться на результатах социально-экономического развития региона в целом.

In order to increase the efficiency of the regional economy the authors present proposals for modeling the principles of effective spatial distribution of resources between territorial entities of business. The existing experience is analyzed, the comparative analysis between structural construction of territorial production complexes in the period of the planned economy and structures appeared the market economy is carried out. The search for successful use of the spatial distribution of economic resources of the regional economy is a multi-faceted, complex and multi-vector scenario. Each region has its own unique potential to be used in determining the strategy of its socio-economic development. As a rule, each region exhibits its priority sectors of the regional economy which can act as development «locomotive» for related branches and enterprises. Coastal regions, numbering twenty in Russia, in particular, are associated with its priority development of maritime activities. The authors indicate the sector of commercial fishing, which for many reasons can become the core of an effective regional structural association representing the fishing industry cluster. For the effective functioning of a fishing cluster, it is proposed to change the principles of biological resources quota allocation between users in order to ensure the principle of market economic relationships of the fishing vessel with the shore and shore-based service companies providing marine economic activity. By implementing such a mechanism economic resources would be favorably distributed between participants of the cluster associations and secure better efficiency of the regional economy. Proposals for improving the spatial distribution of economic resources are applicable to all Russian coastal regions and can be used in developing methods improving the regional economy efficiency. The more effective the spatial distribution of economic resources of the North Basin on the example of the fishing industry, creation of conditions to implement the adopted strategy will allow to apply theseapproaches for other priority sectors of the regional economy as well as to provide a positive impact on the general results of socio-economic development of the region.
