Показано, что в промышленных комплексах российской Арктики этот процесс детерминируется специфическими условиями, ресурсно-сырьевой ориентацией производства и его масштабами, что обуславливает сложное и противоречивое взаимодействие государства, регионов и корпораций. Требуются постоянное и глубоко обоснованное взаимодействие по согласованию интересов, исключению или хотя бы своевременному сглаживанию объективных противоречий и субъективных конфликтов. При этом необходимо иметь в виду, что затраты хозяйствующих субъектов на инновацию в разы превышают бюджетные. Отмечено, что рассматриваемые регионы исключительно неоднородны как по природным ресурсам, так и по уровню освоенности, но имеют одну характерную особенность – сложные природно-климатические условия, определяющие повышенные издержки их освоения, которые в условиях рыночных отношений могут обеспечиваться только за счёт природной ренты. Естественно, исключая случаи внеэкономических отношений, например, когда государство финансирует освоение, преследуя политические или оборонные цели. Впрочем, в реальной действительности все они достаточно тесно переплетены, и для всех их инновационные факторы имеют крайне важное значение. Доказано, что в условиях ограниченности средств и противоречивости интересов основными элементами механизма промышленной инновационной политики является программно-целевой подход и государственно-частное партнерство. В современной теории и практике основу такого партнерства составляет контракт, заключаемый между органами власти и одной или несколькими частными компаниями для объединения ресурсов на длительной и взаимовыгодной основе.</p></abstract><trans-abstract xml:lang="en"><p>The article discusses the concept and theoretical basis of innovation policy, in the first place at the regional level. It is shown that in the industrial complex of the Russian Arctic, this process is determined by the specific conditions, the resource-based production and its scale determining the complex and contradictory interaction between state, regions and corporations. It requires constant and deeply grounded interaction of interests, eliminating, or at least timely smoothing the objective contradictions and subjective conflicts. It should be borne in mind that the innovation expenditures of managing subjects many times exceed the budget money. It is noted that Arctic regions are exceptionally heterogeneous both in natural resources, and the level of the development, but they have one characteristic feature – the complex climatic conditions determining the increased costs of their development, which under market conditions can be secured only through natural rent, of course, except in cases of non-economic relations, for example, when the state finances the development for political or defense purposes. However, in reality they all are very closely intertwined. and for all the innovation factors are crucial. It is proved that under the conditions of limited resources and the conflicting interests the main elements of the mechanism of industrial innovation policy is target-oriented approach and the public-private partnership.
