Проблеме уменьшения и локализации негативного воздействия отходов на окружающую природную среду уделяется существенное внимание начиная с 1996 г Однако, как подчеркивается в «Стратегии развития промышленности по обработке, утилизации и обезвреживанию отходов производства и потребления на период до 2030 г», принятой в январе 2018 г, развитие промышленности в области вовлечения отходов в хозяйственный оборот по-прежнему находится в России на неудовлетворительном уровне. При этом основные усилия сторон направляются на урегулирование экологических проблем, связанных с твердыми коммунальными отходами, составляющими всего 0,1 % всех ежегодно образуемых в России отходов. Для урегулирования этой значимой проблемы в статье предложены направления минимизации и детоксикации промышленных отходов в порядке их значимости при выработке стратегий российских промышленных предприятий, включающих новые важные требования к управлению отходами. В научном плане автором предлагается углублять исследования в области промышленной экологии, в т. ч. более четко структурировать ее по разделам, накопленным методам и технологиям, показателям мониторинга эффективности и аудита законодательства в этой сфере. Представляется значимым сосредоточить усилия на проведении крупномасштабных сравнительных исследований, исключающих искажение информации и поверхностное рассмотрение данных сложных вопросов. Для уровня регионального и федерального управления (с учетом сложности проведения стратегической работы на качественном уровне для ряда регионов) предлагается интегрировать все накопленные в урегулировании данных проблем подходы, в т. ч. в целях выработки типовых рекомендаций, учитывающих последствия принимаемых нововведений для изменения цен и тарифов ЖКХ в России.
Essential attention, since 1996 is paid to a problem of reduction and localization of the negative impact of the waste on the surrounding environment. However, as it is emphasized in «The strategy of development of the industry on processing, to utilization and neutralization of industrial and consumption waste until 2030», accepted in January, 2018, development of the industry in the field of involvement of waste in economic circulation still is in Russia at the unsatisfactory level. At the same time the main efforts of the parties go for settlement of the environmental problems connected with the solid municipal waste making only 0,1 % of all waste which is annually formed in Russia. For settlement of this significant problem in the article are offered the directions of minimization and a detoxication of industrial wastes as their importance at elaboration of strategy of the Russian industrial enterprises including new important requirements to waste management. In the scientific plan the author offers to deepen the researches in the field of industrial ecology, including more accurately to structure it according to sections, the saved-up methods and technologies, indicators of the monitoring of the efficiency and the audit of the legislation in this sphere. It is represented significant to concentrate the efforts on carrying out the large-scale comparative researches excluding distortion of data and cursory examination of these difficult questions. For the level of regional and federal government (taking into account complexity of carrying out strategic work at the qualitative level for a number of regions) it is offered to integrate the all approaches which are saved up in settlement of these problems, including for the purpose of the standard recommendations development considering the consequences of the accepted innovations for the prices and the tariffs change in Russia.
