评估利用新西兰创意经济战略发展经验的可行性

摘要

创意经济包括时装、工业和平面设计、建筑、媒体、音乐和电影等行业,通过商品的生 产和复制以及创意服务的出口创造巨大的经济价值。通过创建创意经济品牌,形成新的能够刺 激旅游业、有利的投资环境和技术转让的产业和商业结构。本文的目的是找出新西兰创意经济战略发展的成功经验,因为学术界对新西兰的经验知之甚少。虽然新西兰的创意产业是一个重 要的经济部门,但也有一些挑战需要应对,以支持其持续发展。研究对象是新西兰创意经济,研究课题是其战略发展的经验。研究方法论是 V.L. 昆特院士的一般战略理论和战略化方法论。研究方法包括分析、综合、比较、概括、战略标杆管理和 OTSW 分析。新西兰实施了一系列战 略和举措,以支持创意产业、促进创新和培养人才。为支持创意产业而实施的战略举措有助于 释放创意产业的经济增长潜力。电影业的成功发展使新西兰得以创造出响当当的民族品牌。文 章从战略角度分析了新西兰的创意经济,并指出了一些战略机遇,其中包括发展国家层面尚未 支持的产业。作者还分析了新西兰创意经济中劳动力战略化的最佳实践。研究结果的科学和现 实意义在于,在支持遗产和文化领域方面,国家政策的调整可能得以实施。从新西兰创意经济 战略发展研究中获得的经验可用于区分有希望进一步发展俄罗斯联邦创意经济的领域,同时考 虑到劳动力资源的最佳利用。
