Assessment of human potential in the strategizing of industrial regions of Russia

Abstract

As the factor of extended reproduction, strategic human resources management is relevant both in the context of the spatial and territorial development of Russia and of global, national, regional and industry trends.

The purpose of the study is to assess the human capital potential of Russia and its industrial regions by analyzing strategic opportunities for development. The tasks of the study include determining scientific approaches to the definition of the categories of “human potential” and “human capital”, developing the authors’ assessment methodology and its approbation of the data from the regions of Russia (primarily those of industrial specialization) during the period of 2015–2023, identifying the transformation of human potential by the industrial regions of Russia and working out recommendations for strategic development of these territorial entities.

The theoretical and methodological basis of the research is the theory of strategy and methodology of strategizing by Dr. Vladimir L. Kvint. The results of the study show that, in general, there are negative dynamics in human potential development in Russia. Regarding industrial regions, the situation is identical to the trends of Russia as a whole. The authors of the article suggest general recommendations for the strategic development of human potential of industrial regions of Russia.
