Abstract
Now the prices for habitation quickly grow. Therefore it is necessary of definition of an indicator of availability of habitation. The indicator of availability of habitation can state an estimation of action of the authorities in the housing problem decision. Increase of an indicator of availability of habitation means that the housing problem dares effectively. In article the technique is offered a design procedure of an indicator of availability of habitation. Also in article is offered the series of measures on increase in efficiency of measures accepted by the government in the decision of a problem of habitation. Also in article are analysed stages of development of housing construction in Russia.
