Reindustrialization of the economy as a basis of industrial policy of Russia

Abstract

The article discusses the process of de-industrialization of the Russian economy. Particular attention is paid to the most affected branch of engineering – machine-tool industry, its dominant role in the development of production of means of production. The definition of reindustrialization policy as an industrial policy aimed at modernization and innovative development of the country’s economy is given. The process of re-industrialization is considered as the basis of industrial policies of the United States and several European countries. Among the analyzed countries, the authors distinguish Germany, which has retained its industrial potential. A comparative analysis of the industrial sector in Germany and Russia is given. The article analyzes the industrial policy of Germany: «Standort» policy, the transition to the policy of «green» growth, the introduction and implementation of the concept of Industry 4.0. Recommendations on application of tools and measures of industrial policy in Russia are given. The structure of foreign trade is analyzed; estimations of development of economy and industry of Germany and Russia are calculated. The dynamics of the share of employment in the industrial sector of Germany and Russia is given. Taking into account the peculiarities of the industrial policy of Germany, recommendations are made that can be taken into account in Russia’s industrial policy. The emphasis is placed on the development of the national industrial sector as one of the strategic priorities. It is concluded that reindustrialization is one of the means to ensure the accelerated development of the Russian economy and should become the basis of its industrial policy.
