Aim and Scope
Mission Statement
The mission of the Russian Journal of Industrial Economics is to contribute to the theoretical proof and evidence, development and practical implementation of the most effective industrial strategies by enterprises and organizations of the mining - metallurgical complex, and by heavy industry as a whole. The Journal is focused on the innovative development and new dynamism of the manufacturing - consumer cycle. The pages of the Journal analyze the experience of innovative development and realization of strategic competitive advantages of high social significance, both industrial giants and small and medium-sized enterprises. The trials of innovative development and the implementation of competitive advantages of great social significance are analyzed on the pages of the Journal, including those of industrial giants and small and medium sized enterprises. The Journal is focused on the analysis and practical use of advanced achievements of domestic and world economic science and strategic thought.
Target Audience
The target audience of the Journal includes strategic leaders, senior and middle management personnel, researches, engineers, economists and practitioners of all sectors of production, its digitalization, technological automation and other innovative transformations aimed at improving the quality of life of people.
Governing Principle of the Journal
The governing principle of the Journal is free and open access of its content to researchers and practitioners in Russia and the Global Community as a whole. The pages of the Journal are a analytical platform for discussing the latest achievements of economic science, the practice of implementing advanced technologies and industrial strategies.
Section Policies
Peer Review Process
All materials submitted to the editorial office that correspond to the subject matter of the journal are subject to mandatory review for the purpose of their expert assessment.
The reviewers are qualified specialists on the subject of the peer-reviewed materials and have, over the past 3 years, publications on the subject of the peer-reviewed article.
The editorial office of the journal sends copies of reviews or a reasoned refusal to the authors of the submitted materials.
The reviews are kept in the editorial office of the journal for 5 years. Copies of reviews can be sent to the Ministry of Education and Science of the Russian Federation upon receipt of the corresponding request to the editorial office of the journal.

Open Access Policy
This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
The review is carried out by the editorial board members and external experts on behalf of the editorial board.
The editorial staff of the Journal reviews all materials submitted to the editorial board that correspond to its subject matter and are designed in full compliance with the requirements for manuscripts posted on the Journal’s website; reviews reference and informational materials are not subjected to review.
The incoming article is sent to the specialist in the relative field (mainly doctors of technical, economic, or physical and mathematical sciences).
All the manuscripts submitted to the editorial staff are subjected to independent double-blind peer-reviewing.
The reviewer is asked to assess if the material is expedient to be published namely, whether the subject of the article is actual for readers of the journal; how logical is the material presented, is it not a plagiarism, if the authors are familiar with the relative literature, as well as whether the article needs to be reduced or reshaped and how.
If necessary, the reviewer makes suggestions to correct and supplement the text of the manuscript, with the goal to improve the text of the article, the logic of presentation, data transparency, etc. The reviewer sends his suggestions to the relative editor.
The Editor directs the review to the author and asks to take the measures suggested. The authors either agree with the reviewer and make the appropriate changes in the article or present reasoned objections. In case of dispute, the manuscript is sent to be reviewed by other specialists.
The review period is determined by the editorial board and the editor-in-chief of the Journal, taking into account the scheduled publication time. The maximum review period is no more than two months.
Indexation
Articles in "Russian Journal of Industrial Economics" are indexed by several systems:
- Russian Scientific Citation Index (RSCI) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
- Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

Publishing Ethics
General principles of publication:
- The editors of the journal "Russian Journal of Industrial Economics" is governed by the provisions of Chapter 70 "Copyright" of the Civil Code of the Russian Federation, as well as by codes and standards developed by the International Committee of Publication Ethics - Committee on Publication Ethics (COPE).
- The editorial staff accepts for publication only original research articles or reviews on economics, environment, training specialists for industry, regional economy, which have not been published before.
- The editorial staff does not accept articles having political nature, as well as those which contain biased and incorrect assessments of other scientific papers and other specialists.
- Reprinting, all kinds of copying and reproducing materials published in the journal, are allowed only with written permission of the publisher.
General duties and responsibilities of the editors:
- The editors of the journal "Russian Journal of Industrial Economics" are responsible for all materials published in the journal. They must:
– strive to meet the demands of readers and authors;
– continuously improve the content of the journal;
– ensure freedom of views (within the applicable laws and ethical standards);
– ensure compliance with academic standards and an internationally recognized ethical standards for scientific publications;
– prevent conflict of interest between business requirements and principles of intellectual activity;
– be ready to publish, if necessary, correction, a refutation and apology.
Relationship with the founder and publisher:
- relationships between editors and publishers and founders are usually a complex matter, but they must be based on the principle of editorial independence;
- editors should decide on the publication of articles basing on their quality and content, regardless of economic or political considerations;
Relationships between readers and authors, conditions of publication , copyright:
- Readers should, where possible, be informed about the sponsors of the studies described in published articles;
- Editors should publish in the journal the list of requirements for the articles, these requirements should be regularly updated and made available on the website of the journal;
- The author (group of authors) sends to the editor an article for publication in strict accordance with the requirements of the articles (including illustrations).
- The author, representing the entire group of authors submitted the paper, ensures that this article was never published and is not being reviewed in other editorial staffs;
- If the article was partly published in a periodical or in a book of other publishers owning the copyright for the publication, the authors are responsible to timely receive permission for a new publication;
- To the article offered an official letter from the organization or company , which employs the first (principle) author must be attached confirming that materials of this article may be published in the press;
- Instead of Licence Agreement the written consent to its publication (on paper and/or in electronic form) of all authors, and (if necessary) of the respective companies, universities and enterprises, which participated and/or provided equipment to performed this work can be attached to the article;
- This written consent confirms automatically that the author or authors possess the copyright on the published material, including the text of the article and pictures, graphics, photos and tables attached.
- The author or authors attach their personal information data (place of work, position, telephone, e-mail), which are allowed to be published in the journal;
- Any change in the composition of the group of authors in the process of reviewing and preparing articles for publication must be confirmed by written consent of all authors;
- The authors agree that their paper will be sent for review (the name of the reviewer is not revealed), and ready to cooperate with the editors in improving, reducing or supplementing article in accordance with the reviewers' comments, as well as to correct inaccuracies mentioned;
- Editors are solely responsible for determining compliance of the article and accompanying material with editorial requirements, and thus for acceptance of the article or rejecting it;
- Editors should avoid conflicts of interest in relation to articles that they should approve or reject;
- Editors should actively participate in efforts to improve the quality of published articles to identify and eliminate errors and inaccuracies;
- The Editorial Board is open to criticism from the part of the authors and to appeal decisions on rejecting the article; such requests must be carefully considered and rejection should be well reasoned;
- Editors should ensure the confidentiality of personal information about the authors and do not disseminate it, except with the prior written permission of the authors.
The relationship between reviewers, review process:
- Reviewing regulations should be established and made available to the reviewers, including a link to a site which has to mandatory periodically updated if necessary.
- All submitted articles are reviewed at least by one reviewer, being one of the leading experts in the field. The name of the reviewer and other information concerning him can not be disclosed.
- The review analyzes the compliance of the article with the requirements of the journal both concerning the subject and the volume; assessed are also both the scientific and technical innovation, literacy and clarity of presentation, convincing experimental data, representativeness of the bibliography.
- Reviewers must avoid conflicts of interest in respect to the authors, to researches described, to companies financing the research.
- The result of the consideration of article reviewer (usually within 10–15 days) is the conclusion on the possibility of publication : in form it was presented, with additional rewriting , after cardinal rewriting (with the re-examination), or rejection. This conclusion is approved by a joint decision of the Editorial Board members.
- According to the results of internal and external (editorial) review, the author receives the article review indicating the required improvements and time frame within which it must be done.
- The page proofs of the article is sent, as a rule, to the author ( to the representative of the group of authors) for final approval.
- If authors desire to publish a part of the article (already sent to the editor staff and being prepared for publication) to an other paper (for example, in the conference reports, in the collection of scientific works of the university), authors should obtain written permission from the publisher.
Commercial aspects and conflicts of interest:
- The practice of scientific and technical publications and advertising in the journal should correspond to the scope of the journal.
- False or unproven advertising should not be published
- There must be created a system which prevents conflicts of interest in relation to the authors, editors, reviewers and members of the editorial board related to research results described in the articles, as well as to companies which financed or carried out these studies.
Combating unfairness, duplication and plagiarism:
- Editors should, whenever possible, to identify unscrupulous and duplicate (repeated) publications, especially in the preparatory phase.
- In these matters, editors should (if possible) follow the recommendations of the International Committee of Publication Ethics (COPE) – http://publicationethics.org/resources/flowcharts.
- In case the copying of the article elements from other scientific works (plagiarism) or facts proving that the authors have published the same articles in different journals are disclosed, the editors take measures to identify the causes of the violation of ethics publications, notify the author, and reserve the right to stop in future considering other publication of the author.
- In case the plagiarism or the duplication of publications is disclosed at the stage of reviewing or editing the article, it should be returned to the authors for proper rewriting or rejected.
- If plagiarism or the duplication of publications, or the fact of the false information in the article is discovered after the release of the journal, the editors reserve the right to publish the relative announcement for readers in the next issue of the journal, as well as to properly mark the page with the article in electronic form and on the website, or to totally delete this article from the electronic version (with the notification of readers and international databases).
Settlement of complaints and disputes:
- Direct contacts present the principal and most preferred method of communication (including settlement of disputes) between the editors and authors during the process of preparing the article for publication.
- When analyzing complains and disputes editors should follow the recommendations of the Committee of International Publication Ethics (COPE) – http://publicationethics.org/resources/flowcharts.
- Authors submitting a complain to editors must be sure that the complain will be dealt with in a reasonable time.

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

"Russian Journal of Industrial Economics" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

- V. Romenets graduated with honors from the Faculty of Metallurgy, Institute of Steel in 1949. Was recommended for graduate school, economics and organization of production chair, led by Vice-President of the Academy of Sciences I. Bardin..
- In 1953 became candidate of sciences. At his own request in 1956 was sent to the Dzerzhinsky Metallurgical Plant., where he worked as a master of casting and steel production. Following I. Bardeen request returned to the chair.
- A significant place in V.A. Romenets scientific activity, took research on the effectiveness of the quality of the metal refining methods remelting (ESR, vacuum arc, electron beam, plasma). This complex of works made it possible to prepare in 1968 the doctoral thesis "The problem of steel production efficiency"
The entire V.A. Romenets research and educational activities is associated with the Moscow Institute of Steel and Alloys (now National Research Technological University "MISiS").
- In 1966, V.A. Romenets is transferred to the position of Academy Vice-Rector for Education.
In 1969, V.A. Roments is awarded the title of professor and was elected as the head of economics and organization of production chair. He is directly involved in the implementation of large-scale scientific and methodological developments and their introduction into the educational process. Among them: a scientifically based methodology of curricula composition using logical links between separate disciplines, an unified plan of continuous training in the basic academic disciplines, a system of independent students work . A new profile economist - metallurgist with the relative set of laboratory equipment has been created and successfully used until the transition to the Bologna system. In 1999, the method of the curriculum creation was awarded the President of the Russian Federation Prize in the field of education.
- Under the V.A. Romenets guidance and counseling by more than 60 master's and doctoral titles have been awarded.
- V.A.Romenets has initiated the implementation of educational projects in the Beijing University of Science and Technology, in the National Institute of Technology ,Karahpur, India as well as creation of El Tabbin Metallurgical Institute in Egypt and Annabin University in Algeria.
- V.A. Romenets always combined his educational-methodical activity with scientific activity in the steel mills. His research interests are directed on improving the economic efficiency of metallurgical processes. Together with his pupils V.A. Romenets published more than 380 works, including 9 monographs, 65 patents, 17 foreign publications dedicated to this matters..
- In 1980, for the creation of steel for nuclear reactors the team of creators with V.A. Roments participation was awarded the State Prize of the USSR.
- In recent years, the mini steel plants development gains the special actuality associated with the problem of the optimal metallurgical equipment for such plants. Under the V.A. Romenets leadership a new process called "Romelt" has been developed . “Romelt requires no coke for smelting iron , and allows to produce iron from low-grade iron ore and iron waste, polluting the environment. Thus, in addition to solving the basic problem - ironmaking, environmental issues are addressed and additional process heat is generated. A promising direction is the treatment of solid industrial and domestic waste using a liquid bath. A patent on this process owns NUST "MISiS".
- The "Romelt" process is patented in the US, Japan and India. Steel plants in Myanmar and Kazakhstan are currently being erected according the technology. Construction aggregates have been presented in India and Pakistan.
- V.A. Romenets was awarded five orders, including the "October Revolution" and IV degree «Fatherland’s Merit» orders, as well as 14 medals. Among them, the medal "For Labor Valor" and the medal "For the victory over Germany in the Great Patriotic War of 1941-1945."
- V.A. Romenets bears the title "Honored Worker of Higher Professional Education of the Russian Federation" and of "Honorary metallurgist."
- The Russian Academy of Natural Sciences awarded V.A. Romnents P. Kapitza medal, the honorary V. Tatishchev "For the benefit of the Fatherland" sign, the "Knight of Science and Art" title.
Journal History
The journal was founded in 2008. At this time, there were virtually no journals covering the issues of the metallurgical industry economy Consequently, the leading Moscow Institute of Steel and Alloys (MISiS) decided together with JSC "United Metallurgical Company", and under the assistance of the Russian Academy of Natural Sciences to establish journal, which should cover mainly the research and production issues of metallurgical complex. At the initial stage, the journal targeted a number of issues, including: analysis of the state of the economy and forecasting of the metallurgical industry of the Russian Federation; cost-benefit analysis of new technologies; strategic management in industry; industrial logistics; management of innovation and investment in the industry.
In a short time, the journal has acquired the status of a serious publication, was included in the HAC list, and significantly expanded the area of interest. Along with metallurgy, the topics covered include small business and industry; organization of accounting, planning and economic analysis in industrial plants; issues of corporate social responsibility; economic aspects of environmental protection, training of personnel for industry and business.
The circle of authors and reviewers of the journal has also expanded. At present, the authors (COPE journal are graduate students, researchers, university professors and experts of industrial and commercial structures of Russia, as well as countries and abroad. All published articles are reviewed, skillfully edited and proofread thus promoting a competent presentation of the material. As reviewers the journal attracts specialists, experts in issues relating to the published material.
