Abstract

At the serious approach to innovations and to economy modernization it is necessary to consider that Russia didn’t leave now yet a strip of system and financial crises and is at a stage of the narrowed manufacture and reproduction recession. To pass from recession to economic growth, it is necessary to pass a stage of regenerative growth. In article possible variants of development of economy of Russia are considered.

Abstract

The paper discusses the peculiarities of the development of Russia’s metallurgy sector before the crisis of 1998 and at the present time after the peak of the global financial—and—economic crisis of 2008—2009 has been overcome. The author analyses the main problems of Russia’s metals sector which were not completely solved after the crisis of 1998 and are still awaiting their complete solution. In the conclusion the author is offering a number of solutions for the problems he has analyzed which seemingly not only capable to improve the situation in the ferrous and non-ferrous metallurgy in Russia, but also contribute to the dynamic development of the Russian economy as a whole through the implementation of innovative technologies, advancement of the novel, environmentally friendly and energetically efficient types of products in the sectors that consume the metallurgical products.

Abstract

The paper analyzes the set of key indexes of the “Strategy to develop the Russian Federation metallurgical sector until 2020” approved by the Russian Federation Ministry for Industry and Energy. The analysis is proceeding from the need of domestic metallurgical companies in investment resources and points to their possible sources. Some problems are revealed that could impede realization of the industrial policy in the metallurgical sector as regards the provision of investment resources in quantities stipulated by the “Strategy”.

The paper corroborates the role of industrial policy as a multilayered purposeful system of measures committed to secure modernization of industry and post-crisis development of the Russian economy. Besides, an institutional – and –economic mechanism is suggested to implement the industrial policy in Russia, and the feasibility of its application at macro-, meso-, and municipal levels of the state management is made clear.

Abstract

The author considers a problem of Central Bank independence of Russian Federation. Various standpoints are analyzed, and the author’s own view on this category is expressed. It is noted that difficulties in studying the category of independence as applied to the Central Bank and the Russian Federation stem from that there is no its legal definition in current legislation. The author studies the notion of independence principle as regards the Central Bank and the Russian Federation and introduces a corresponding definition into constitutional division of legal science. The role of Central Bank independence in the legal regulation of public relations is emphasized. A number of the law deficiencies are noted that exist in the effective legislation. In this connection the concrete measures are offered to improve the legislative regulation concerning Central Bank independence of the Russian Federation.

The paper makes clear the concept and essence of the domestic shipbuilding industry and its main sub-industries: defensive and civil shipbuilding. The analysis is carried out for a condition of defensive and civil shipbuilding as of the current moment and also for the main problems facing domestic shipbuilding. The necessity of reforming this industry is explained and the basic directions of structural changes are presented.

Abstract

The paper considers the main methodological approaches to identify priorities of the innovation—and—investment projects to make managerial decisions concerning the innovation—and—investment policy of an enterprise. The most efficient investment projects are thought those that are leading to the higher rise in the value of a company with the lower capital attracted to implement the project. The business process of prioritizing projects makes also possible to solve the following problems: increase in profits, minimal expenses, higher share of innovative products, lowered risks of investment, and sufficient liquidity of portfolio.

Abstract

The paper considers feasibility of optimizing an organization’s business portfolio by attracting government orders and using outsourcing. A modified G. Markowitz model is suggested as a theoretical substantiation of shaping the investment portfolios at the stock market.

The combination in a business portfolio of the “net” diversification with the importation and exportation of types of business makes it possible to make more efficient enterprise’s portfolios. Essentially, all this is an analogy of the optimization of investment portfolios at the stock market by composing the “credit” and “loan” portfolios.

The paper is considering one of the directions of innovative activity of Russian metallurgical companies. This paper addresses some current problems and salient features of the metallurgical industrial branch in the Russian Federation. The paper not only deals with theoretical issues, but also analyses concrete practical cases. It also reviews the tools used by the Russian Federation Government to help out this branch of the crisis and to improve its indicators. Various concrete practical recommendations are offered, of which the implementation could allow the national metallurgy to somewhat improve the situation, in which this branch has found itself.

The paper considers the problem of increasing industrial enterprise management efficiency by means of the implementation of monitoringthe enterprises in industrial zones. The paper reveals the role of reorganization of industrial territories as one of the most urgent problems of Moscow development.
