Abstract

It so happened that at present more than 70 % of the property in Russia are in possession of one percent of the population. Such a model of capital concentration was recognized by Western economists a few decades ago as ineffective. Concentration of capital neither promotes any increase in labor productivity of enterprises nor economic growth in Russia as a whole. In this regard, the ways to improve the their productivity, the growth of enterprises employees engagement in the end result of their activity are increasingly discussed. Many proposals to solve these problems relate to the development of collective forms of ownership, to cooperatives and national enterprises. The development of cooperation, the support of national enterprises , the involvement of ordinary workers in economic activities of their companies, should be in our opinion, an integral part of the strategic plan for further development of the economy.In this article the operation of enterprises with joint-stock property workers under current economic situation is discussed. Even back in 1998 when discussing the draft and the subsequent adoption of the Federal Law of 19.07.98 № 115 «On the peculiarities of the legal status of share holding societies (national enterprises)» many critics talked about their artificiality and insolvency. Such entities operate now for 15 years confidently proving their competitiveness. The author discusses the positive aspects of people’s enterprises, indicates their problems.

Abstract

The modern industrial enterprise targeting sustainable development undergoes the constant transformation connected with the better use of resources and raising effectiveness. The effectiveness of transformation directly depends on the intellectual potential of the society, logically, the substantial part of economic transformation must target the human capital development. The present study considers the analysis of theoretical and practical approaches to strategic management of the human capital under domestic conditions and evaluates the human capital as the element of the strategic potential;. The evaluation method proposed puts the attention to the qualitative and quantitative characteristics of the human capital strategic management in an industry enterprise. The author regards both traditional indexes of the human capital such as the volume of investments in the employees education and the share of employees who underwent the teaching and such important indication as the social investment. In the course of the study the data of financial and other reports of 4 large Russian metallurgical companies in 2008-2011 were taken.The author proposes for the future analysis of the human capital as an element of strategic company’s potential to put a special attention to the evaluation of the human capital contribution compared with the other elements of the enterprise’ strategic potential. Besides, when collecting data reflecting the effectiveness of the company investment in the human capital, it appears interesting to study interrelation between financial indexes and indexes of human capital development , as well as to compare integral indexes from other industry branches

Abstract

The economical development of a country is determined in the first line by its industry growth and by increased production of compatible goods and services. The specificity of the current stage of the economic development of ferrous metal industry in Russia is the expediency to modernize the production and to switch it to more effective and rational output. At the same time, the raised dynamics and complexity of the environment substantially elevates the requests to the management of industrial enterprises. In case when the organizational and economic restructuring are lacking the enterprise fails to successfully realize the active modernization strategy. The article in question regards the actual principle problems facing now a metallurgical enterprise and demonstrates the approach of the industrial group “Severstal” (Tcherepovetsky metallurgical combinat), presenting the financial results of its activity. Described is the complex of measures taken on the industrial group “Severstal” (Tcherepovetsky metallurgical complex) to solve the problems, such as insufficient personnel qualification, irrational use of resources , complexity of the management structure. Principal obstacles, ways to solve them, results of the complex project are presented.

Abstract

It is known that the economic industry growth in the northern and Arctic regions was promoted mostly through the export of minerals and raw materials promoted by the favourable state on external markets. The industry mimicked the modernization because it was actually rather borrowing technologies and not the developing of own ideas. This approach hampered the industrial growth and negatively influenced the economic indexes in the Russian Federation. It is proposed to create and develop the innovative systems (IS) to effectively modernize the industry in northern and Arctic regions of the Russian Federation. The principle IS functions are set down, the system of investments, information and personnel is discribed. It has been shown that one of solution to compensate the personnel deficit in northern territories is the elevation of professional skill through the system of corporative training as an alternative to GOU VPO. A sample is presented how this training is performed in an private “Norilski Nikel”corporative university The establishing and effective functioning of IS makes it possible to create expedient prerequisites for innovative modernization and production of competitive goods. IS creation helps to overcome negative factors influencing the innovative activity of enterprises as well as strategic problems and challenges of the innovative development.

Abstract

For balanced socio-economic development of industrial enterprises of Russian regions proposed integrated continuous professional education system (NIPOS) training, which involves the interaction of secondary and higher education institutions with industry. Theoretical and practical training, as well as scientific and practical activities in an innovative educational system implemented throughout the life ways of man: the pupil – student – Specialist (employee). The principles of the interaction of socio-economic activities in systems with integrated educational system that promotes the formation and development of knowledge, skills and abilities, which is a determining factor in the growth of the modern industrial enterprise. NIPOS can become the basic educational integrated structure, forming a knowledge economy industrial region.

Abstract

Presently, it appears to be beyond doubt that the creation of the knowledge market presents the foundation for the innovative technology development of leading technologic countries. In spite of many publications in Russia and abroad dedicated to problems of the knowledge management, the theoretical aspects of the issue evidently fail to be complete – the knowledge market constantly raise questions how the actual manager can manage both the production process and knowledge.

The article deals with an approach for shaping the knowledge management model at an organization. The model has been developed in the course of establishing knowledge economy and bases on studies conducted by foreign and Russian scientists from 1945 until now. The authors contribute to the issue of technological innovation management by establishing the model which manages the knowledge as a system. The work demonstrates how the expenditures for technical innovations can be taken as a. specific indicator showing the function of knowledge management system. The paper determines market development trends for evident and non-evident knowledge in the Russian economy for the period 2000–2010; the matrix for establishing principle. positions in an organization as the system necessary on the knowledge, work and capital markets is created.

Abstract

Despite mush attention which is paid to transfer pricing methods optimization they remain actual. A conceptual approaches variety when choosing production and marketing function modeling parameters, allows to consider transfer pricing as the object of micro-, meso - and macroeconomic systems. In the course of the practical implementation of models it turned to be necessary to adapt them to the specificity of strategic management in the holding entities including not only restriction in technical and economic parameters of the entire holding and its companies activity planning, but the institutional specificity of established interrelations between business processes and foreign market segments as well. The object of this study is the process of transfer pricing on steel and rolled metal by pump bars production. There exists a model demonstrating the mechanism to decide on values created when producing pump bars. The analysis of this model makes it possible to reveal the administration potentialities for improvement. The model of the transfer pricing, allowing to consider the influence of the intermediate and final products quality on the distributed financial result.

Abstract

The efficiency of invБринestment activity, depends, on the one hand, on the validity, relevance and objectivity of investment decisions, that is on the methodology and methods of justification of investment decisions, and on the other hand, it depends on the mechanisms of investment objects choice. This paper proposes an original way of consistent assessment of the investment climate factors and unsystematic risk on the basis of the by authors developed «AVS-matrix.» Rating of the investment climate attractiveness is primarily a problem of identifying and measuring the main factors forming investment climate. For this purpose the authors have developed the «AVS-matrix», which presents the factors determining the investment climate in their manifestation at different hierarchical levels of management, particularly on «enterprise – industry – region – national economy (country) level.» The proposed matrix can be used to assess the factors that determine the investment climate, and risks having unsystematic, diversifiable nature. As is known, the risks being uncertainties significantly affect the real value of expected return of investment projects. Therefore, development of methods for adequate risk assessment seems to be very actual. Calculated with «AVS-matrix», the evaluation of the investment climate attractiveness and investment risk becomes an objective basis to develop  ways of reforming the investment policy on hierarchical levels of management in order to increase the investment attractiveness of the enterprise, industry, region and the country as a whole. It allows not only to take an appropriate decision to invest in specific projects , but also to develop for each level of management effective measures to enhance the role of positive factors and reduce the impact or eliminate barrier and limiting factors that cause increased risk and hamper investment.

Abstract

The method of management aimed at the elevation of the company value (value-based management – VBM) gaines the growing popularity among Russian managers. At the same time, one of the key requirements of the reasonable management is the ability to evaluate the company position not only currently, but in the future as well. The article presents result of short- and middle- termed forecast analysis of an industrial enterprise on the base of multifactor model developed by a qualitative modeling method based on oriented weighted graphs with an impulse component. The presented results make it possible for decision makers to predict future index trends which will determine the company value in the frame of inertia forecast and generate information concerning the consequences for the indexes if alternative versions of the organizational and technical structure development will be realized or different scenarios of environment transformation will occur. It becomes possible to determine entity’s activity factors, which will influence the future value indexes, both financial and non-financial in the maximal degree. The active application of the forecast results when using VBM is the logical development of its instruments.

Abstract

The article discusses shares emission as one of ways to attract financial resources necessary to implement investment projects . To perform the quantitative estimation of the risk that the targeted volume of fund attraction will not be reached it is proposed to use the risk coefficient. The article considers the dynamics of risk coefficient change characterizing the level of risk that the targeted volume of fund attraction through the emission of shares by a domestic steel enterprise will not be reached . The level of risk that the targeted volume of fund attraction thorough approach of a domestic or foreign stock exchange is evaluated. Factors influencing the risk level are analyzed. The most crucial factor influencing that the targeted volume of fund attraction will not be reached is found. The dependence between the index characterizing the risk level that the targeted volume of fund attraction will not be reached and the maximal claimed price is determined. It is shown, that this dependence fluctuates in a great measure on the different stages of the economy development. An economic-mathematical model is elaborated to predict the level of risk that the targeted volume of fund attraction in the course of IPO of a steel company will not be reached

Abstract

The metallurgical complex present one of the key elements in the Russia’s economy. Its effectiveness influences the positive result of many state, social and economic problems. The problem of the metallurgical branch development investments is a very important one thus making the theoretical and practical evaluation of the metallurgical companies attractiveness to be a very acute task. The article presents data of investments in ferrous metallurgy in Russian Federation in 2000–2013. The evaluation approaches for investment attractiveness of companies are analyzed, the factors which indirectly influence the investment activity of companies are determined. The calculations of effectiveness spread (ROC-WACC) and effectiveness index (ROC/WACC) for both Russian and foreign companies are presented. The analysis of the ferrous metals market and the study of specific projects shows the situation in the investment field to be unstable, the economic effect will be reached only in years ahead. The investment in metallurgical companies remain in spite of the world economic crisis still attractive.

Abstract

The article is dedicated to the nonprofit sector as one of the most important economy sectors in the field of the government social policy, participating in creation of jobs and able to contribute to the GNP. The article notes problems the nonprofit organizations in Russia are faced. The author believes that the taxation of the nonprofit sector presents especially difficult ones among other problems regulating the nonprofit sector activity. The article discusses different kinds of nonprofit organizations funding, the taxation of these funds, organizational and legal forms of nonprofit organizations, application of various privileges and soft taxation. The author presents examples of foreign experience in the field of nonprofit organizations regulation and taxation, demonstrates how the state can regulate the financing and investments in nonprofit sector. Basing on the analysis of the present situation in Russia the author puts forward proposals to modify the fiscal policy in different spheres relating to the nonprofit organizations taxation.

Abstract

Currently, the role of budgeting at enterprises is increased considering that a budgeting system improves the efficiency of company financial management, warning both at the planning stage and at the stage of application . of financial resources misallocation. The article discusses issues related to the evaluation of the effectiveness of the automated budgeting system IBM Cognos TM1 implementation at FSUE «Russian Post». Specified are the main goals and objectives of the system implementation, the choice of the budgeting system IBM Cognos TM1is substantiated the key stages of the automated system implementation are identified, the results of assessing the implementation effectiveness of the automated system of budgeting  IBM Cognos TM1 under FSUE «Russian Post». are presented. The project effectiveness analysis enables to conclude that the budgeting automation under FSUE «Russian Post» conditions turned out to be economically efficient.

Abstract

The environment and water objects are increasingly soiled by wastewaters and sludge coming from galvanic production containing compositions of several rare and precious metals such as Cu, Zn, Ni, Co, Cr etc. At the same time these wastes present mostly toxic matters which endanger environment and human health .The industrial enterprises pay special attention to the treating and utilization of sludge containing heavy metals which present precious secondary row materials. Especially acute is the problem of energy cost reduction on all stages of sludge treatment technology. It is envisaged to organize galvanic processes which are aware of environmental aspects. The main stages of reagent water cleaning consist of: contact sedimentation (cementation) of cupper ions through zinc powder ; separation of zinc from the solution during electrolysis and returning the cleaned water to the technological cycle. The principal sources of the economic effect (Pp) present: extraction of cupper and zinc from galvanic bath solution; reduction of energy cost connected with solution cleaning ; reduction of penalties for environment soiling, organizational and technical measures aimed at the lowering the cleaning expanses. The calculations performed showed the use of reagent cleaning of water wastes from cupper and zinc in a closed water supply cycle to be effective and profitable

Abstract

The problem of monotowns in Russia is actual and its solution presents the task for the highest administration level. In many monotowns we observe an unfavourable development of the social –economic situation and negative forecasts, when employees lose their jobs. One can study the specificity of the economy on the example of town of Gubkin, Belgorod region, where the metallurgical enterprise dictates the economy of the city. The principal social-economic problem of a monotown is the disproportion in the influence impact of different economic sectors. The large city-building enterprises are very influential while rare small and middle business lack any influence. The article proposes a model of social system as combination of elements which can vary their state in certain boundaries and accordingly suggests to stimulate small and middle business through strengthening of factors which help the town-dwellers to organize their own business. When financial and material resources lack, it will be helpful to introduce information and education programs to compensate the lacking competence of certain town-dwellers. To duly introduce such training programs it is expedient to separate certain intermediate stages, to coordinate the sequence of the stages and to envisage the final result as a series of simpler intermediate results. The people can be trained on the territory of the monotown, the authors submit an appropriate project and present its typical structure.

In October 2013 the 6 All-Russian practical conference “Stimulation modeling : theory and praxis” dedicated to the issue: “Stimulation modeling, its application in science and industry” has been held in Kazan. The conference has been hosted by the Academy of Sciences, Tatarstan republic (Kazan), OOO “Elina-Computer” (Kazan), nonprofit partnership “National society of imitation modeling” (St. Petersburg) und was supported by the Tatarstan Republic Government, the Section of nanotechnologies and information technologies, the Russian Academy of Sciences (SNIT RAS, Moscow), the Institute of Informatics and Automation, the Russian Academy of Sciences (St. Peterburg), OAO “The Centre for shipbuilding and shiprepair” (St. Peterburg), the Anylogic Company (St. Peterburg), OAP ICL KPO VS (Kazan). A.M. Mazgarov , the Tatarstan Republic Academy of Sciences President (Kazan), Tatarstan Republic AS academician, R.P. Yusupov, SPIIRAN director (St. Peterburg) RAS corresponding member, President of the National Society for imitation modeling appeared as co-chairmen. The conference reports were dedicated to the problems of theory development and theory generalizion , of imitation modeling and technology. The experience have been exchanged, the results of scientific investigations and practical application of imitation modeling in industry, logistics and other economy field discussed. The conference participants got acquainted with the newest automation and imitation modeling visualization means, discussed the scientific investigations and practical application of imitation modeling experience popularization. The conference program included 142 reports and demonstrations of industry models. Specialists from Russia, Ukraine, Byelorussia, Latvia, Germany and China representing more than 100 organizations from 41 cities participated at the conference. The article presents reviews of reports reflexing specific theoretical and practical aspects in the field of imitation modeling and business processes management.

Abstract

The article presents data of largest gold stocks in world countries and largest world gold markets. The history of gold price development from the middle of the New time until now is described. The author analyses deviations in the gold world price for the last 17 years, as well as the impact of gold demand and supply on the price. He concludes that nothing can directly influence the gold price. The gold price is a matter being influenced by a plenty of variables, the production of gold companies being only one of them. The author analysis the last years gold output in world in Russia. He indicates the world leaders in gold production, Russia being one of them. He determines the companies leading in gold output, the Russian company PolyusGoldInt among them. The article presents the scheme of world gold turnover for the year 2013. The author believes that the – gold consumers can be divided in two groups differing in gold application. He lists Russian regions leading in the gold output
