In article it is shown that now there is enough big positive experience of use clusters in economy of many countries of the world. In article advantages of use clusters the approach in the Russian Federation (RF) are resulted: competitiveness increase, flexibility of the organization of management of innovative process, intensive development of regions at the expense of achievement of higher level of integration development and transition from industrial to innovative model of regional development.

In article it is shown that the most developed industrial clusters on the basis of the metallurgical enterprises in the RF is cluster «the Titanic valley». Expected result: increase in release of titanic production to 42-44 thousand tons in a year, increase to 70 % of a share of products of high degree of readiness at the expense of deepening of degree of processing of titanic raw materials.

It is established that in connection with introduction clusters in economy of the RF there is a number of the organizational and methodical problems which have now no full theoretical study and practical experience of realization in the country. In this connection it is necessary to answer the whole complex of questions and first of all, in what measure cluster the approach corresponds to strategy of a sustainable development of the RF.

This article discusses issues related to the dynamics of labor productivity and wages in the economy. The relationship of these parameters is considered as a factor of social dumping under conditions of economic crisis. The analysis of the dynamics of wages and productivity. For comparison are the statistics for various countries around the world. The conclusions regarding the dynamics of wages and productivity in the pre-crisis and crisis period (2006-2008 gg.).

The study results showed that the creation of civilized forms of social relations in the social sphere of social partnership – does not occur, i.e. there is no merger of interests, where any owner could secure a stable profit, and employees – decent conditions of existence, corresponding to a certain level and quality of life. In this article the following aspect in costs management is considered, such as stock management and control improvement through economic order quantity (EOQ) formula modification (Wilson Formula) for classic one-product model with the fixed order lot size. Safety stock management model is also considered; modified formulas for EOQ and order moment are achieved: specific features of the obtained results application in practice are studied for modern companies and firms.

The technique of management in cost of the company taking into account made production added in the cost is considered. Proportional dependence between the added cost of made production and company capitalization is established. The mathematical forecasting models of capitalization including the same factors which are applied at forecasting of the added cost are constructed. The problem of optimization of a rating estimation is put and solved. This article proposes a calculation procedure for commodity equivalents of the stock market indices. Corrections of RTSI values during pre-crisis, crisis and post-crisis periods are offered. The interconnection between the official RTSI values and its commodity equivalents is detected. It is also demonstrated, that the index rise during the recovery from crisis is inflationary in nature. The main conclusion is that the economic system in Russian Federation has been in stagnation from 2010 until mid-2011.
