Time dynamics of foreign economic activities ofRussiain the market of ferrous metals has been analyzed in the article; the export and import structure has been considered; the influence of export and import on gross domestic product of the country has been studied. It has been shown thatRussiaas the classical raw materials’ country strongly depends on external economic conditions: export and import are decreased during economic crises and increased in stabilization time of world economy.
The article considers main issues of the national industrial policy formation for ensuring sustainable social and economic growth inRussia. The author pays attention to the long-term outlook and economic potential ofRussia, and also to the main issues of realization of the industrial policy in conversion to new technological stage. Priority courses of growth of the industry and plan of its implementation are specified in terms of analysis of industrial policy formation issues.

The raw material base of rare-earth metal of regions ofRussiais evaluated in the paper. The set of conditions, that allow to create a rare-earth cluster on the basis of the Ural region, which could become the basis for the sustainable development of rare earth industry of the country, is considered. The market of rare-earth metal is analyzed in the paper, the place ofChinain the production and sale rare-earth metal is defined. The causes of the protectionist policies ofChinaand directly arrangements, which are made, are investigated. The author has analyzed the dynamics of prices for all rare earth metals traded in the market over the last 10 years and has commented on the significant fluctuations in prices. We have considered the policies of consuming countries of rare earth raw materials in the conditions of shortage of rare-earth metal on the international market; have described activities undertaken by States to ensure rare earth resources.

The article deals with the matter of evaluation of financial capital effective application of corporate integrated systems. The role of financial capital in the process of business entities’ integration is focused on. The current methods of evaluation of financial capital effective application are presented. Every method is being properly analyzed by the author.
Organization of management accounting according to responsibility centers, aimed at the effective spending of the resources available with the industrial enterprise of material and production resources and contributes to the implementation of resource-saving technologies.
The main principle of the separation of the responsibility lies in the fact that for every structural unit of the company should include only those expenses for which it can meet and control them.
The authors proposed to allocate the following centres of responsibility: production costs, operational costs, profits, revenue, investment, sales, quality control and maintenance.
In the framework of the proposed method of cost accounting managers are responsible for compliance with the target values budget level of costs for each fixed at them the center of the responsibility.
In addition, we have developed the scheme of interaction of responsibility centers and the relationship between them with regard the sequence of the formation of the cost price of products at various stages of production and financial activities of the organization, which ultimately will contribute to effective cost management, the control over them, taking into account the specifics of each Department and the identification of the perpetrators of the non-productive costs.
