Abstract

The article is devoted the analysis of modern condition and perspective directions of development of cooperation between the state and business in the context of macroeconomic instability with the use of public-private partnership (PPP) at the Federal and regional level. It is noted that from a strategic perspective, we should expect the intensification and development of cooperation between the state and business in implementation of traditional infrastructure projects, primarily in the field of construction of transport infrastructure. Indicates that one of the promising forms of interaction between government and business is a public- private partnership in the industrial sector aimed at attracting private investment to projects of technological innovations in the real sector of the Russian economy. In this regard, it was crucial, in the short term will be the beginning of realization of «road maps» of the National technology initiative. In order to consolidate the efforts created for the last time at sectoral and regional level specialized PPP institutions proposed the creation of the Council on the implementation of public-private partnerships and investments of the Prime Minister of the Russian Federation in the size of the national economy to regulate the development of PPP on the basis of a unified methodology that is more relevant to medium and long – term socio-economic policy of Russia. At the regional level, it is proposed the creation of specialized institutions for the management of PPP projects in the form of regional centers for public-private partnership, bringing together representatives of the regional (municipal) administration and regional businesses.

Abstract

The article deals with the prospects of additive technology development in the manufacture of titanium products. Their advantages compared withr traditional products production and processing methods and problems associated with their use are studied The problems can be solved on the basis of a cluster approach. A promising example of the practical use of additive technologies in the industry of Russia is to organize the titanium research and application in a cluster. It was found that for the economic evaluation of the application of additive technologies in the production of titanium products it is necessary to develop methodological provisions, reflecting the specificity of their application

Abstract

The article discusses the features of methodological approaches to strategic and indicative planning in small business. A distinctive feature of planning in small business is the low level of resource provision, including professional staff, The situation implements the necessity to develop methodological approaches that would be not only adaptable, but not too time-consuming as well. Identified are also other factors inherent in small business and requiring consideration in the planning process: low level of diversification of capital, a limited range of goods (work, services) offered by the external business environment, high degree of dependence on the state, movements and working capital management. It is suggested to add to the planning function in the management of small businesses to achieve targets for improving level of competitiveness the proposed indicative planning using the tools of budgeting. The article also presents a possible structure and content of the strategic plan of a small enterprise operating in the service sector, as well as the tools of budgeting in the format of indicative planning with implementation control.

Abstract

The article describes the current state of oil-processing industry and outlines the main problems of the of Orenburg region enterprises. A detailed analysis is provided considering and comparing with the experience of largest in the leading energy world companies (ExxonMobile, Shell, BP, etc.). It has been revealed that in the leading world companies the output/processing relation is less than «1» while the same indicator in domestic enterprises exceeds «1». That means that foreign enterprises are oriented on deep processing while the Russian enterprises are generally export focused. Besides, the oil-processing industry of the Orenburg region is characterized by high depreciation of fixed assets, low processing depth, high share of «dark» oil products in the total amount of products and as a result – low share of «light» products, that the share of high value added products is very small. The article presents measures to eliminate this disbalance, including tax incentives of release qualitative (highoctane) products. At the same time, at the oil processing enterprises of the region positive shifts reveal  already positive trends: the leading scientific institutes basing on domestic and world experience the development program, positive growth dynamics of oil refining, gradual improvement of motor fuels quality due to construction of new and modernization of the existing objects, cancel of ethylated autogasolines products, increase in a of the high-octane gasolines products and environment friendly diesel fuels corresponding to quality of EURO-5 products share. Authors consider that the package of measures presented in this article will provide a way to innovative and technological development not only of the oil-processing industry of the region, but also of the national economy in general.

Abstract

The article presents an assessment of the quantitative and qualitative characteristics of the influence of the activities of large corporations at the regional and local levels. Qualitative and quantitative changes in the socio-economic development, the consequences of which affect all of society, happen on specific territories of big business presence. Home territory of big business (especially a commodity) become the intersection of interests of different social groups in regard to resources and the social product distribution. The advantage of the presented article is to analyze the Russian practice of «incorporating» responsible business in the social fabric of the regions, the rationale of achieving a balance of economic, social and environmental interests of the subjects on the basis of constructive interaction of public authorities with large business structures and public associations. Designated landmarks can be achieved through the establishment of mechanisms of interaction between government and business, contributing to increasing regional economic potential, to improvement of the level and life quality of the population through the development new technology in solving social problems by the business..

Abstract

Fishing industry of the Kaliningrad region is one of the most important economic sectors in the region, including wide range of activities – from raw material base forecasting to production and processing of marine biological resources. Nowadays the fishing industry of the Kaliningrad region is in the so-called bifurcation point. The fishing industry is in the critical state due to the influence of external factors, mainly political: They are Russia’s accession to the World Trade Organization, the introduction of food sanctions, embargoes and the ending of the preferential customs period of the Special Economic Zone in 2016. One of the prior directions of the fishing industry development in the exclave region is partial import substitution. The fishing industry along with agriculture is a key of the region’s development and it also provides food security of the geographically separated region. A key objective for the government and businesses is to ensure a balance between the volume of production of finished fish products and the need for the population, as well as the established consumption rates. The main vector of the industry development is related to the necessity of companies consolidation, creation of a verticallyoriented holdings. The best scenario for the fishing industry is called technologically driven, that focuses on the standard technologies of raw materials processing and the production of mass products.

Abstract

It should be noted that the main goal of most engineering enterprises – to maximize shareholder wealth. Achieving this goal is possible only with the latest techniques and management concepts, as a result, the limited financial resources of the machinebuilding enterprises will be effectively distributed. In modern industrial production focuses on the use of controlling systems, SCM concepts and SCORmodel. However, unfair competition, the uncertainty of the economic situation in Russia, volatility of markets, planning difficulties, financial and business information protection impede introduction of domestic enterprises mashinostroitelnyyh reference circuits business organization, which is unacceptable in the management of value-added chain in the enterprise technology. Based on the needs of practice, the main task now is to move organizations to the innovative type of development, which is characterized by the use of suitable for the Russian machine-building enterprises in the field of process control techniques in their value-added process chain. On the basis of a comparative analysis of the concepts that exist in the foreign and domestic literature, the article reveals an innovative point-value-added management process chain machine-building enterprises: the value added in the processing chain predicts, suggests and much determines the pricing system of the machinebuilding enterprise is the basis for the development of full servo control system to ensure the achievement of the strategic objectives of the engineering enterprise.

Abstract

Consider ways of improving accounting and analytical support of innovation in audit firms. Disclosed are differences in tax and accounting costs of innovation. It is proved that at the present time, there are differences between the accounting methods of innovative activity in Russia and abroad. In particular, the IFRS are considering the concept of innovation is broader than FDR, in addition to admit the existence of the legal form of fixed objects of intellectual property rights and its other forms. This creates problems for the Russian reporting indicators for reporting to international standards. It is proposed to remove the limitation on the definition of the initial value of the objects of intellectual property rights, created directly in the auditing organization, where it is impossible to determine costs, since there is no information about the beginning of the development (creation) of these objects and assigned to their respective creation of direct and indirect costs. It is proved that the necessary is to develop a sciencebased system of accounting and analysis of costs, revenues and results of innovation. Information systems of accounting and economic analysis should create appropriate conditions for the expansion, accelerate and improve the efficiency of the processes of creation and implementation of different types of innovation.

Abstract

The criteria which are currently used for analysis and control of the investment process and the result of investing in innovative projects do not take into account all the constraints, interrelation and interdependence of processes, elements of the system and give only approximate results, confirming thus the necessity to develop new decisionmaking methods and models, best reflecting bothr actual processes and their intuitive perception. The usage of modern management practices of optimization models, based on linear programming, does not consider institutional factors, does not reflect the impact of the human factor and does not allow to reduce the riskiness due to incompleteness and a rare meeting to high-quality information. Methods of fuzzy sets theory allow to formalize not exactly formulated qualitative data, at that, by setting the value of qualitative and quantitative assessment using fuzzy numbers helps also to establish their degree of fuzziness (uncertainty), which makes it possible, based on the qualifications of the expert to use a configuration that defines the area of blur at various levels set parameters, The program of estimation of management in innovative-investment projects at the enterprise efficiency in the conditions of uncertainty and risk with use of methods of fuzzy sets theory is developed by authors in Delphi and allows to considerably simplify performing difficult calculations, to reduce calculation time, and, finally, to expand the practical use of estimation methods

Abstract

The article deals with improving the quality of graduates trainings in high schools as preparing for the innovation economy. It is proposed to work out a plan of continuous training in the field of quality and implementation of elements of the quality management system in the educational process. The best results in the training activities of universities is achieved when students have the external motivation from employers. The educational process must also be a motivating factor for the students. The introduction of new approaches in teaching will require the development of new teaching methods and techniques, the study of the future professional work of graduates.

Abstract

Cotton is known to present the main strategic agriculture. 90% of cotton is exported in non-processed form. It is urgently actual to move to a comprehensive and in-depth processing of the crude cotton This will largely expand the range of the final products and enhance the overall efficiency of cotton production. To implement this scheme following problem have to be sold:
– to eliminate the disconnect between cotton producers, processors and government agencies;

– to increase the capacity and knitted garment enterprises;

– to stimulate the productive work of other branches of the cotton complex it is necessary to decrease the purchase price of cotton;

- to develop long-term program of cotton processing within the country at least to the 30–40% level;

– to perform the technical modernization of production by attracting investments, especially when creating hydrolysis industry companies.
