Theory and practice of strategy
The article deals with various approaches to interpreting the essence of agglomerations of Kuzbass (geo-urban, legal, managerial and strategic), which ensure finding more effective methods to implement the acceleration of the region’s economic development. The author uses the theory of strategy and methodology of strategizing by Professor V.L. Kvint to analyze the targeted programs of the Kuzbass agglomerations determining the prospects for their development. The peculiar features of economic development are determined by the basic economic indicators of the region such as the volume of investment, budget revenues, and the volume of gross regional product. The author supposes that the drawback of the formation of the agglomerations development programs is the lack of forecast that could reveal global, industry and regional trends directly connected with the prospects for agglomeration. The article contains the definition of the mission and vision essential for developing strategies of agglomerations in Kuzbass; a critical analysis of goal setting has been carried out. In the perspective of development of each goal of the strategy, it is necessary to provide for the measures aimed at supporting agglomerations taking into account their demographic situation and the peculiar features of the settlement system, the level and dynamics of development of municipal bodies and natural and climatic conditions. It is important to provide for financing the reconstruction of the previously lost competitive advantages and the development of technological trends. Intermunicipal coordination development councils of the agglomerations created are recommended to take into account the lack of clear definition of the qualitative characteristics of the tasks set. The implementation of the priority directions of the social and economic transformation of Kuzbass is likely to ensure the new quality of life of the region’s population.
Strategic provision of technological sovereignty and economic security for the long term are of the highest importance for any state. The availability of its own critically important technologies and high-tech production of products in priority economic areas increase the state’s resilience to external challenges and threats, as well as orient the economy towards the realization of national values and the interests of innovative development of emerging strategic opportunities. The formation of an industrial core as a vector for the implementation of a strategy to ensure technological sovereignty and economic security is a critically important strategic goal of Russia. At the national level, the need to strengthen and strategize the industrial core is confirmed, in which the industry should be based, not only ensuring stable dynamics of the national economy, but also stimulating its development focused on innovative priorities. However, the results of the strategic diagnosis indicate the existing imbalance in the sectoral structure of the national economy caused by premature processes of deindustrialization and primitivization of production capacities. The consequence of this is an increase in the negative impact of outdated technologies and organizational systems on the functioning and development of Russian industries. The study of the regulatory environment and methodological base of modern strategizing of priority industries in Russia conducted in this article indicates the presence of systemic errors in the preparation and implementation of strategic documents for long-term industrial development. In the article, the authors come to the conclusion about the imperfection and fragmentation of the applied methodology for the development and implementation of strategies for the development of industries, including errors of an essential, structural and methodological nature, or the lack of a methodology for strategizing in general. As a solution, the author proposes the use of industrial strategizing methodology, based on the theory of strategy and strategizing methodology of the Russian scientific school developed by the Center for Strategic Research at the Institute of Mathematical Research of Complex Systems and the Economic and Financial Strategy Department at Moscow School of Economics at Lomonosov Moscow State University, and has a number of advantages for the targeted development of industrial sectors and the formation of the industrial core of the national economy based on focusing on the search and implementation of strategic opportunities and the use of existing and newly created competitive advantages.
Knowledge economy
The process of technical and economic justification of investment, analysis and evaluation of the effectiveness of innovation requires a tool for describing and modeling the process of distribution of technology in the industry. The work presents a model of propagation of innovation involving physical approaches, describing the market saturation point, i.e. the point at which the exponential growth of the innovation propagation speed is replaced by the logarithmic growth. The object of the study is the propagation of innovation, and the subject is the development of the market saturation point functional. The authors justified the implementation and described the approach to modeling of the process of saturation of the market with innovation by the physical Ising model. The value of the Ising model’s toolkit is presented by the Curie point in ferromagnets which characterizes the second order phase transition. The article presents the mathematical model of the compliance of physical parameters with economic ones: the amount of inter-company influence, barriers to implementation and breakthrough of innovation. The authors adduce the discussion of the limitations and applicability of this model as well as further potential directions of study of economophysical models. The tools developed by the authors can be used in all sectors of economics to improve their innovation activity level.
Development of intelligent systems based on artificial intelligence in the area of research and development of technical systems is a new competitive advantage and a growth driver for a country. The authors of the article present the indicators of innovative activity of the countries in development of intelligent systems: the share of the country’s patents in the number of patents for all countries, the number of national strategies in the area of intelligent systems in the country, the geography of implementation of the intelligent systems developed by a country. The authors introduce a term of “index of a country specialization in the sphere of intelligent technology”. Index of specialization is a correlation of factual number of types of patents registered in the country in the sphere of intelligent technology to 10 potentially possible types of patents. These include the patents on advanced manufacturing technologies, robotics, advanced materials, artificial intelligence, big data, the Internet of things, mobility, photonics, security, and digital twins. Using a cluster method, the authors classify 43 countries by the level of innovative activity in the sphere of development of intelligent systems, on the basis of the data provided by the World Intellectual Property Organization and the European Commission in 2023. This allowed developing a classification of 11 strategies of innovative activity in the sphere of development of intelligent systems (based on the scoring assessment). The proposed strategy classification makes it possible to perform benchmarking to study the country’s experience and evaluate the investment risks for the projects in development of intelligent systems.
Human resources management
The resource support of any developed strategy according to the chosen priorities is one of the most important stages of its formation and implementation. The solution of this task affects the dynamics of development of the economy’s high technology industries as the objects of strategizing in the emerging digital economy. One of the priority technological vectors of development of Russia is the sphere of artificial intelligence (AI), and so there arises the problem of the resource support of this direction. The purpose of the article is to study staffing as one of the key factors of strategic development of the Russian AI sphere in the industry context. The analysis is based on the methodology of strategizing by Professor V.L. Kvint and the concept of strategic human resources management by Doctor I.V. Novikova. The calculations are based on the Russian universities’ data on the number of graduates by educational programs in the AI sphere in 2023 and their employment. During the research the authors found out the number of graduates in the AI sphere by the industry specialization of educational programs; defined the sectoral specifics of employment of the graduates specializing in the AI sphere; identified the key employment organizations and jobs. The authors made conclusions about resource support of the AI development strategy in the industry context. The results will be useful for correcting the developed strategies in the AI sphere and for predicting staffing provision with the consideration of the time lag in the staff training.
National industrial economy
During the implementation of the projects on industrial processing of animal byproducts it extremely important to take into account the peculiar features of the technological process of processing animal by-products to ensure the safety of manufactured products and all stages of the production process. In order to do this it is necessary to identify the potential risks which will influence the projects on utilization of animal by-products and to strictly follow the legal requirements in this field. While implementing the projects in processing animal by-products special attention should be paid to adaptation of technological process to the current world trends and requirements of the industries of the agricultural complex. The main task in the implementation of the projects on industrial processing of animal byproducts is to encourage investors while implementing the projects, the opportunities to decrease the risks, and to receive a full economic justification for making capital investments in projects of this type. The authors suggest a method of calculation of economic effectiveness of investment projects on industrial processing of animal by-products which includes taking into account the risks on the basis of cumulative calculation of the discount rate. In particular, it is proposed to consider environmental, scientific research, regulatory and economic risks. Application of this method in the implementation of the projects on industrial processing of animal by-products will allow both providing objective evaluation of economic and environmental effectiveness of the projects and encouraging investors to participate in the projects of this type.
Electric power industry is one of the most important sectors of Russian economy that satisfies the needs of the country’s population, companies of various areas of economy in electric and thermal energy and supplies it for the CIS and Non-CIS countries. Due to this, it is significant to study the tools for development of Russian electric energy industry in the current realities, and this is the basis of the article. The purpose of the article is to study the modern tools for development of electric energy industry and work out the recommendations on their improvement. The following aspects are considered as the main tools for development of electric energy industry: interconnection of electric grid resources, carbon neutrality, legislative acts, digital technologies, financial instruments aimed at attracting investment, accumulation systems (portable sources of electricity), electric transport, and green energy. The methodological basis of the research is the analysis of scientific publications and Internet resources, synthesis and generalization of the data acquired. The authors of the study have analyzed the most significant tools that can be used to develop the electric energy industry in the current situation, and worked out the recommendations on improving the effectiveness of their implementation. To provide a full-fledged solution of the tasks set in the article the authors have analyzed the dynamics of the electric energy industry, identified the basic principles of its development, the peculiar features of their implementation, worked out the opportunities and recommendations for their improvement. According to the results of the study it has been suggested to establish a new institute – a specialized international innovation centre of electric energy industry which will ensure attraction of investment, formation of effective cooperation with friendly countries and development of green energy industry. The authors have identified the tools providing for the development of electric energy industry in Russia, worked out recommendations on their improvement, suggested a new institute of financing and development of electric energy industry. The results of the study in hand can be used in the activity of the companies involved in electric energy industry and further research on the topic.
The sanctions imposed on the Russian economics in 2022 by a number of countries created an external shock for many industries in Russia with the strongest impact on the enterprises of high tech industries. At the same time, there is an emerging potential for cooperation between Russian and Chinese manufacturers which is forming new strategies of development of Russian high tech enterprises. In order to evaluate the prospects and trends of development of Chinese high tech industry in this context, the authors applied methods of economic analysis including the correlation analysis. Factors, determining potential of cooperation between Russia and China in this sphere, were systematized on the basis of the methodology of strategizing by Professor Vladimir L. Kvint.
It has been stated that Chinese manufacturers are able to replace either partially or completely European and American suppliers in a number of high tech industries: innovative components and equipment for engineering, semiconductors and chips, telecommunications equipment and components. It has been discovered that the number of registered patents and the number of researchers involved in RD in China have a significant correlation with the growth of export of high tech products of China. Further growth will be able to ensure the expansion of technology and knowledge exports from China to Russia.
Thus, it can be stated for sure that there are perspective industries and fields of Russia-China cooperation in high tech industry. The sphere of cooperation which can become the basis for the strategy of development of Russian high tech manufacturers is scientific and patent cooperation with Chinese organizations. The authors have also discovered limitations in this cooperation: there is a threat of imposing international sanctions on Chinese manufacturers; Chinese enterprises are working at a high level of workload in the context of the global economic recovery after the coronavirus pandemic; decrease of competitiveness of Russian high tech industry has a negative impact on the expected benefits from the cooperation between the countries. These strategic threats can be overcome with the help of a well-grounded foreign economic strategy developed by Russian and Chinese authorities.
Business economics
The article deals with small manufacturing enterprises as a point of an industry economic growth which potentially outpaces the average growth rate of the industry and the GDP growth rate that makes it possible to increase the share of gross production product in the general structure of small business of Russia. As one of the reserves of growth of such enterprises the author presents implementation of corporate time management technologies which allow the administration of the enterprises to increase the time for solving the tasks facilitating the economic growth: working with the major clients and contracts, searching for new financial sources, introduction of new capacities, development of new products, formation and development of new management teams. The author suggests the structure of a corporate time management standard which regulates the issues of managing meetings, calendars, operational tasks, work communications. The article contains description of the method of implementation of corporate time management at the example of a small manufacturing enterprise of the instrumentation industry.
The process of reproduction of fixed assets is of great significance to industrial enterprises. Currently, scientific literature contains various viewpoints on the definition of the categories of “fixed assets” and “reproduction”. Moreover, the peculiarities of the stages of reproduction cycle in the industrial sphere are not disclosed in proper detail. The purpose of the study is to analyze and systematize theoretical approaches to the content of the conceptual apparatus of the problem of reproduction of fixed assets with the consideration of the specificity of the stages of the process at the industrial enterprises. The object of the study is the process of reproduction of fixed assets of industrial enterprises. The research is based on the combination of general scientific and special methods which were applied to ensure the reliability and objectivity of the research results. During the research the authors used methods of comparative analysis, generalization, systematization, analysis and synthesis, and grouping. As the result of theoretical overview of the categories of “fixed assets”, “reproduction”, “reproduction of fixed assets” the authors suggest the definition of the “reproduction of fixed assets of industrial enterprises” concept which is connected with the basic peculiarities of the stages of the reproduction cycle and the ways of their implementation at the industrial enterprises. Comprehension of the basic characteristics of fixed assets and the mechanism of their reproduction are crucial for making managerial decisions which is especially important for planning production processes in the conditions of reindustrialization, import substitution and growing sanction pressure on the Russian economy. A perspective direction for further studies is development of detailed recommendations on realization of the stages of the reproduction cycle at the industrial enterprises under the current conditions.
