Abstract

It is proved that in the important substitution issue the raising of economy safety of the country presents the most important instrument, especially under economic sanctions situation.

Statistics reveals that the machine and equipment import covers 70–80 per cent of the total consumption.

The technical backwardness of the Russian machinebuilding industry being systematically underpaid is the main reason of the equipment import.

In the time span 2005–2015 the civil machine building remained underdeveloped. It is suggested to expand the import substitution scale, next to the active state support (the industry development foundation, IDF), by investments attracted through stateprivate partnership as well.

Principles of state-private partnership mechanism, including different levels of the state support, are presented.

As the first level of the state support establishing the state bank of key information referring to the specific import substitution projects is recommended.

State authorities can provide a deeper participation, for instance through guarantee of returning a share of expenditures in case of possible risks, in providing certain advantages by creation and use of project infrastructures and participation in product export sale.

Abstract

The current state of managerial science is based on the wide application of the system approach in the management of an economic entity, which implies focusing on the internal interrelations between its elements in the formation of a development strategy and the need to diversify the system as a whole when changing the parameters characterizing the entrance to it. In this regard, the management of the development of city-forming organizations in order to ensure the financial stability of the mono-profile municipal entities on whose territory they function is an instrument for achieving the country’s socio-economic development plans as it covers approximately all branches of industrial production, affecting interests of over 10 % population of the country living in Russian single-industry towns.

The aim of the research is to form theoretical views on the problem of managing the development of cityforming organizations based on the achievements of modern strategic management science and the specific features of the city-forming organizations operating in the municipal economy system.

The article highlights the presence of two control systems: external and internal, inextricably linked with the program documents of the Government of the Russian Federation, aimed at overcoming the crisis phenomena in the country. In addition, possible options for the development prospects of the city-forming organizations are considered depending on their belonging to a particular category of single-industry towns and the investment attractiveness of the regions in which they operate.

Taking into consideration the account modern trends in management, the article considers the possibility of using the «model of creating perceptions» when developing a strategy for the development of cityforming organizations.

The authors recommend possible options of metallurgical enterprises strategies, allowing account both classical development models and specific features of economic entities operating in the territory of singleprofile municipal entities.

Abstract

Historically, the outstanding role of cities in the spatial organization of the state is to create reference points for the spatial development of the economy. «Smart City» is a new kind of city that provides sustainable growth and stimulates high-tech economic activity, thus reducing the burden on the environment and improving the quality of life of the population. To be effeciently modernized the Russian economy requires the concentration of resources and the formation of strong points of «smart» economic growth with a certain industry specialization throughout the country.

The article is devoted to research the approaches and best practices of application of the concept of «smart city», allowing to increase the efficiency of various parts of city infrastructure, which in turn become the motor and the core of innovative technologies introduction. Presented are conceptual and practical approaches to understanding the category of «smart city» and its interpretation in the modern world. The paper describes the structure of the «smart city», its most important and inalienable elements, their functions. In the course of the research, world examples of the «smart cities» development, the introduction of «smart» technologies, as well as the most successful projects and smart solutions in Russian practice were analyzed. Key success factors, existing requirements and possible prospects for the development of the considered concept were identified. It is concluded that it is advisable to introduce the technologies in Moscow and St. Petersburg. The preliminary rating of «smart cities» of Russia is considered, their strong and weak points are highlighted. In the context of international experience of different countries and economic systems, conclusions are drawn about the key ways to implement the «smart city» concept.

Abstract
The article puts forward an original method of the business reputation (goodwill) management of an enterprise. This method has been worked out by the author and is based on the optimization procedure where the compiled rating evaluation acts as a criterion function targeted at market value and goodwill while working capital volume and current liabilities act as variables. It is demonstrated that the volume of working capital and current liabilities of the ferrous metallurgy enterprise are not always optimal for the efficient functioning. The article presents the management system allowing the enterprise to obtain such capital structure which will be able to save resources through thrifty use of working capital under conditions of at both stable and sinking market. At the same time this system guards against deficit of working capital at times of higher demand and economic growth. Utilizing model calculations on the sample of two leading Russian ferrous metallurgy companies, it is demonstrated that the implementation of such management procedures allows to obtain sustainable operations and positively influence its market value and goodwill that securing the long term market stability. The article may present interest to students, Master’s and PhD degree candidates as well as to the top management, economists and financial personnel of the Russian and foreign metallurgical companies.

Abstract

The article considers the methodological approach to assessing the impact of technological innovation on the maximization of enterprise value in the justification of the variants of its innovative and technological development. Identified deficiencies of earnings to use it as a criterion for making long-term management decisions. Shows a variety of estimates of the cost of the enterprise is presented and used in practice approaches to the assessment of its value, identified their strengths and weaknesses. The main task of cost management of enterprises. The basic indicators of assessment of value and is preferred for Russian companies method of assessment of fundamental value. It is shown that for determining the fundamental value of an enterprise should use methodologies financial forecasting. Identified shortcomings of existing financial models to maximize value of the enterprise based on the use of Excel spreadsheets. For calculating future net cash flows is proposed to use the developed simulation model of enterprise development of the analytical type. Determined that such a model can be used to select the best option for innovative-technological development of industrial enterprises. Proposed procedure for calculating the level of impact of technological innovation on the increase in value of the enterprise in the process of conducting a retrospective structural analysis of innovative activity of industrial enterprises.

Abstract

The paper theoretically grounded and offers an original approach to solving the problem of the division of profit from mining activity on the rent and profit of enterprise, a decision which will make it possible to develop an adequate rent relations mechanism for the creation of a favorable investment climate in the mining industry, and as a result, motivation and investment incentives.

In this article the aim is to formulate a theoretical basis and assumptions for the development of a specific method of allocation of rents, in particular peat rents, profits from the mining companies, as well as to identify the factors that determine the size of the rent generated by a substance in the course of mining activities.

As a methodological framework to achieve stated goals and solving the problems, the use of historical and logical research methods, system analysis and provisions of the economic theory of the nature and forms of manifestation of rent relations in the extractive industries.

The article formulates scientifically based proposals for the development of methods of separation of produced surplus product, helps out in the form of profits in the process of alienation on the part of it which is due to the quality of deposits and is the substance of the natural rent, and another part, which is the substance of business income and depends the quality of the entrepreneur’s management – the subsoil user.

The findings are important, above all, in scientific terms, since they allow to move forward in the development of the conceptual issues of using the rent and rent relations in the formation of investment – attractive climate in the subsoil, and in particular, in the peat industry. In practical terms, they are a theoretical platform to create an effective mechanism regulation of rental relations and tax administration as the most important factors that determine the motivation to invest in the peat industry.

Abstract
The article deals with the strategic development of individual industries in the region. In particular, the current conditions for the development of the metallurgical industry in the Perm Krai under current conditions are analyzed. Perm Krai is a traditionally industrial region, and metallurgical production is one of the leading industries.Each region has the right to choose the method and methodology of analysis and planning of development strategy based on the principles of expediency, rationality, availability of necessary resources (financial, human, etc.). On this basis, the methodological basis of this study was the methods of strategic analysis (the McKinsey/ GE method), which allowed us to disclose, on the one hand, the influence of external factors on the activities of individual economic entities and the industry as a whole (economic crisis, economic sanctions), on the other hand, regional Features of the industry and individual enterprises. The analysis led the authors to a conclusion regarding the prospects for the strategic development of the metallurgical industry in the region as a whole and in the context of enterprises. The proposed methodology can serve as a basis for the development of strategic planning documents in the region, as well as become the basis for building inter-sectoral and interregional relations, and a sound investment policy. In turn, the right investments will ensure the maintenance of existing indicators and increase in production volumes; Reduction of dependence on foreign companies; Decrease in the cost price of production and increase of its competitiveness.

Abstract
Methodology of the region’s economy management is based on the analysis of the processes of material, financial, labor and information resources reproduction, on the internal and external economic space formation on the study of economic interests and interaction of agents in various subsystems of the regional economy, on formation of regional economic clusters, on strategic planning development methods and their adaptation to the system features. The strategic indicative planning is a function and one of the most tools of megaregion management. To ensure the effective management it is necessary to elaborate substantiation criteria, and to develop appropriate system of evaluation indicators and their parameters. While developing the system of indicators a number of principles (compliance with goals, the ability to identify, clarity and reproducibility, the possibility to create a common format, the integration possibility) are considered. After having established these conditions a system of local indicators was created Their aggregation (integration) allows to identify the type of sustainability of the socio-economic development and to make appropriate adjustments to the management process. To assess the effectiveness of management of socioeconomic development the methodology is proposed. It allows to assess and to analyse the life quality presented by informalized methodological approaches based on the calculation and measurement of indicators, displaying health, living, life sustenance,income and life safety quality.

Abstract

The article examines the content of federal state educational standards of the fourth generation, the approval of which began in 2017. Educational programs developed on the basis of new standards will already take into account the provisions of relevant professional standards. On the basis of professional standards, the professional competencies of graduates will be formed. Examples of professional standards for the work profession and specialist (site masters) are considered.

The relationship between education and the economy is shown. For the further development of the country, technical rearmament is necessary, which is impossible without the training and retraining of qualified personnel. Proposals have been formulated to improve the content of educational standards and use professional standards in the educational process.

Statistical data describing the state and results of the metallurgical industry activity are given. The necessity of «saturation» of metallurgical enterprises with personnel capable of ensuring its further development is shown.

Proposals are made to improve the training of graduates of universities.

Abstract
Features of development of information systems in education and their role at the present stage are considered. Features of functioning of a network program cover (www.econom.misis.ru) allowing to realize model of the mixed training which is means of storage of information (the database of scientific and educational and methodical materials) and the instrument of computer testing and assessment of knowledge of students that allows to carry out assessment of knowledge of students in various parameters, including on didactic units are considered. The analysis of requirements of modern employers to graduates of higher education is demonstrated that assessment of set of knowledge gained in training process is rather powerful in case of determination of quality of education. It is shown that the generalizing rating assessment of the student calculated in an information system with high degree of reliability is connected with the final characteristic of quality of education as which the GPA of students can be used. Indicators of an efficiency evaluation of information systems in educational institution are offered. It is offered to calculate an integrated performance indicator on the basis of an estimative vector which is created on the basis of a vector of private performance indicators of educational system. Coordinates of an estimative vector are units and zero. Number 1 corresponds to a satisfactory situation, and number 0 – unsatisfactory. For an efficiency evaluation of educational system the actual length of an estimative vector is compared to the standard rate. Objects for the analysis of efficiency of use of the training system by means of a developed integrated indicator can be: the student’s group, a profile, the direction of training. The developed technique allows to estimate as far as results of work of the training system answer the training purpose.

The article describes the progress achieved by - Navoi Mining and Metallurgical Combine one of the leading and promising enterprises of the mining and metallurgical industry of Uzbekistan in the field of localization of finished products, components and materials production. The statistical data and perspective directions of development of production activity for the medium-term perspective are presented.

Abstract
The article considers the main reasons for the countries’ participation in international high-tech projects. It is shown that till now the experts’ dispute about the terms «high-tech», «innovative», «scienceintensive» products classifying has not abated. The article suggests classification criteria for these products, and marks signs of high-tech projects. It is shown that after a high-tech exports increase in 2000, the share of high-tech products fluctuated in the recent years at the level of 17–18.5 % and despite the decrease in economic growth rates, in demand and in the volume of international trade in virtually all countries, any long trend of decline or growth of this indicator in the ten-year period was not observed. Trends of economic development, the level of national economies competitiveness are analyzed. While analyzing data concerning the 39 developed countries a heterogeneity in terms of R & D funding, investment volumes and exports of high-tech products is shown. In spite of stagnation, the trend to develop high-tech industries and search for new sources and models for financing high-tech products remains. An important area of international cooperation is the participation in international high-tech projects complicated by economic sanctions against Russia. To realize the effective participation of Russia in international hightech projects it is important to choose right partners, investment mechanisms and instruments of investment activity, to locate intangible assets, and to optimize the available sources of investment financing.
