Abstract

The growth of poverty and spatial asymmetry in the socio-economic development of territories contributes to the growth of social tension and the discontent of people living in these regions. The article presents a comparative analysis of regional strategies for seven constituent entities of the Russian Federation – the Vologda Region, Voronezh Region, Kostroma Region, Krasnoyarsk Territory, the Republic of Bashkortostan, the Republic of Sakha (Yakutia), the Republic of Tatarstan, based and updated in accordance with the requirements of the Federal Law of the Russian Federation of June 28, 2014 No. 172-FZ «On strategic planning in the Russian Federation». Regions have significant differences in geographical location, raw materials, infrastructure, and income level. The presence in the regions not only of an invariant, but also of a selective list of directions and tasks was revealed. A tool is proposed to reduce the spatial socio-economic asymmetry of the regions of Russia, selected taking into account the experience of the subjects in implementing strategies to smooth out spatial inequality in socio-economic development: a scheme for the development and distribution of productive forces (Voronezh Region): a strategy for the development of economic zones and agglomerations (Republic of Tatarstan ); development strategy of municipal districts and urban districts (Voronezh Region, Republic of Tatarstan); public-private partnership projects (Voronezh Region, Krasnoyarsk Territory, Republic of Tatarstan); geographic information system (Voronezh Region, Republic of Sakha (Yakutia), Republic of Tatarstan). The proposed strategies will make it possible to increase the effectiveness of measures implemented by the authorities of the constituent entities of the Russian Federation.

Abstract

The food market is an important element of each country’s economy. Its high rates of development contribute to the high rate of development of the economy as a whole. The high level of availability of food produced domestically forms national food security. The article analyzes the development of the food market in recent years, identifies key factors affecting its development. The rationale for the need to move to a new stage in the development of the food market – the formation of a two-tier management system – has been formulated. The author justifies the choice of strategy as a priority document, with the help of which it is possible to achieve the maximum result of development. The choice of the food market in St. Petersburg and the Leningrad Region as an object of development strategy is substantiated. The food market of the regions of St. Petersburg and the Leningrad Region is one of the largest markets in the country in terms of the volume of consumption of products and the total retail turnover. St. Petersburg, which implements the strategy for the development of socio-economic development until 2030, is the leading domestic region in the field of strategy. Forming a strategy for the development of the food market will strengthen this status. The implementation of the objectives of the food market development strategy contributes to the implementation of strategies for the socio-economic development of territories, strengthening its position in the ranking of regional competitiveness, attracting additional investments, and developing the infrastructure of the region. Based on the strategy of V.L. Kvint has developed a hierarchy of strategies with the definition of a place in it for the development of a regional food market. Ten principles were formed on the basis of which it is possible to form a regional strategy for the development of the food market in St. Petersburg and the Leningrad Region. The formulated principles are distributed according to the formed classification of principles.

Abstract

The purpose of this study is to introduce monopolies to neoclassical growth theory. This unique contribution attempts to make neoclassical economic growth theory more realistic in modelling the complexity of economic growth and development with different types of market structures. This study is based on a few well-established economic theories in the literature of economics. We frame the model on basis of the Solow–Uzawa two-sector growth model. The modelling of monopoly is based on well-developed monopoly theory. We model behavior of the household with Zhang’s concept of disposable income and utility function. The model endogenously determines profits of monopolies which are equally distributed among the homogeneous population. We build the model and then identify the existence of an equilibrium point by simulation. We conduct comparative static analyses in some parameters.

Abstract

The article discusses the process of de-industrialization of the Russian economy. Particular attention is paid to the most affected branch of engineering – machine-tool industry, its dominant role in the development of production of means of production. The definition of reindustrialization policy as an industrial policy aimed at modernization and innovative development of the country’s economy is given. The process of re-industrialization is considered as the basis of industrial policies of the United States and several European countries. Among the analyzed countries, the authors distinguish Germany, which has retained its industrial potential. A comparative analysis of the industrial sector in Germany and Russia is given. The article analyzes the industrial policy of Germany: «Standort» policy, the transition to the policy of «green» growth, the introduction and implementation of the concept of Industry 4.0. Recommendations on application of tools and measures of industrial policy in Russia are given. The structure of foreign trade is analyzed; estimations of development of economy and industry of Germany and Russia are calculated. The dynamics of the share of employment in the industrial sector of Germany and Russia is given. Taking into account the peculiarities of the industrial policy of Germany, recommendations are made that can be taken into account in Russia’s industrial policy. The emphasis is placed on the development of the national industrial sector as one of the strategic priorities. It is concluded that reindustrialization is one of the means to ensure the accelerated development of the Russian economy and should become the basis of its industrial policy.

Abstract

The studies were carried out in the problematic of improving the tools for implementing economic policy which ensure widespread use of strategic planning and regulation methods in real practice of managing the territorial systems development at various levels. The article highlights the most pressing problems of improving the efficiency of socio-economic development planning for territorial systems, including in the context of the modern digital economy development. The need for implementation analytical processing systems and the management information effective use to substantiate strategic decisions is indicated as the priority problem. The comparative assessment of the well-known methodologies, methods and ready-made software solutions in modeling the economy of territorial socio-economic system at the different levels is carried out. Their strengths and weaknesses are identified for solving the identified problems and priority tasks of territorial development. The basic principles and requirements are formulated for the territorial socio-economic system’s development predicting tools. The conceptual scheme for implementing the simulation model is proposed. In general terms, the scheme provides the adaptation of the SAM methodology to formalize economic agents’ expenses and incomes balance. At the same time it involves the use of econometric methods, fuzzy logic theory and soft computing algorithms. The statement of the simulation problem is considered, the structure and the block’s relations logic for the simulation model are described. It is proposed to formalize the basic parameters connections of the model in two groups: in the first group the system relations of the model parameters are identified and formalized by SAM methodology; in the second group the factor relations are identified and formalized using econometric methods. Some results of forecasting calculations are given as part of the substantiation of the strategy for socio-economic development of the of Ufa city for the period until 2030.

Abstract

Actuality of the innovational potential formation of the regions was revealed in the article. Problems of the innovational development of regions of the Central Federal District were emphasized. Volume indexes of goods, works, services, charges for innovations were distinguished. Reasons for differences in the innovational activity indexes of the regions were estimated. The leading regions were shown, and the dynamic of index changes were presented as well. On the basis of the performed analysis it was revealed, that both objective factors, that are connected with geographic locations, source of raw materials, operation of large enterprises, and subjective factors, such as investment volume, budget volume and structure, politics, realized by local government make great impact on the innovational development of the regions. Statistical evaluation of the innovational activity of the Central Federal District regions was given in the article as well. Differentiation analysis and analysis of imbalance degree in the structure of total volume of innovational goods, works and services were estimated with the help of integral coefficient of K. Gatev and Salai index. Evaluation method of regional innovation activity is based on the comparison of the innovation activity of the organizations in each region with the same index overall the Russian Federation. Constituent members of the Central Federal District were grouped on the basis of aggregate index of innovation activity. It was revealed, that the aggregate index of innovational activity in Bryansk Region decreased in 2017 and the region transferred into the group with lower bound of this index. Belgorod Region and Moscow Region improved their performance, transferring into the group with maximal bound of the index. Also directions of activation and perfection of innovational sphere of the region were suggested in the research.

Abstract

This article is developed to understand the Russian investment in Nepal. Since these days due to the western section it is necessary for Russia to expand its economic relations to others continent and Asia is a best part to expand its investment. As there are some countries already tie with Russia in economic connection from South Asia like India, Pakistan but with Nepal and Russia had more on diplomatic relation. Thus it is very good choice to look and increase for economic relation for Russia with Nepal. The author has highlighted institution determinant of Foreign Direct Investments (FDI) to attract investment in Nepal because these days the political stability has become better in Nepal. The author also found the industries to invest in Nepal for Russia however there are some investment existed already by Russia. The author has recommended to the investors to invest in some specific industries without any hesitation as Nepal is facilitation for investment attraction and also its institution condition is becoming better.

Abstract

It is shown that the most important factors determining the sustainable innovative development of the metallurgical complex are the availability of competitive metal production capacities with the systematic demand for Russian metal products both in the domestic and foreign markets. It was determined that as a result of the implementation of major investment programs by leading metallurgical companies implemented in the iron and steel industry of Russia, production capacities have been created competitive types product of in the world market. However the realization of this potential is sharply limited due to the insufficient development of the engineering complex As a result, there was a significant gap between the large production and economic potential of Russian metallurgical companies created over the years of favorable economic conditions and the limited opportunities to use this potential. Various measures for the development of metal-consuming industries have been substantiated, including the maximum possible expansion of sources of financing, both through state support and by attracting private investment, largely through public-private partnerships.

Abstract

In article the main aspects of management of financial risks for the purpose of formation of the complete system promoting avoidance of financial losses and growth of cost of the industrial enterprises are considered. Functions of a financial risk management in terms of its practical application are characterized. The strategy of functioning of a financial risk management in modern conditions of managing of the industrial enterprises is presented. Ways of management of financial risks of the industrial enterprises in the conditions of uncertainty and volatility of the economic environment are offered. Measures of quantitative assessment of financial risks which can serve discrete sizes of criteria indicators of activity of the industrial enterprise, on the basis of the available statistical data which values are defined by influence of external and internal factors are defined.

Abstract

Strategizing of labor resources is an essential element in the development and implementation of industrial enterprise strategies. The aim of the article is in accordance with V.L. Kvint determine global trends in the development of green skills of labor resources necessary for the competitive functioning of industrial enterprises in modern and future conditions. Green jobs play a crucial role in reducing the environmental impact of economic activities. This reduction is gradual, and various jobs contribute to this to varying degrees. The organization of green spaces at industrial enterprises, which have a greater impact on the environmental situation and are primarily affected by global trends in greening the economy, is of paramount importance. The main element of the concept of a strategy for the development of labor resources in a green economy is the organization of a system for the formation of necessary skills among employees. These are not only the skills of direct production of clean products, but also the formation of specific thinking about the strategic importance of these products, the rejection of environmentally dirty production, the development of the need for goods and services created in the green economy. The article presents the forecasts of the International Labor Organization until 2030 of a change in the need for professions, professional fields and related skills of subordinates and managers. Lists of skills deemed necessary for developing a green economy in the UK and Republic of Korea are also shown.

Abstract

The authors prove that in modern conditions the demand for such personnel technology as mentoring in the workplace is growing. The reasons underlying this are as follows: the mentoring system cost is less than the traditional methods of staff development (training, retraining, participation in seminars, etc.); retirement age increasing and the federal project implementation «older generation», contributing to the transition of older workers to the mentors category; theory development of the mirror neurons, «reverse mentoring» phenomenon, etc. Actual problems of the mentoring system development at Russian industrial enterprises are examined and solution directions are substantiated. One of the key proposals is the designing of mentoring training systems, which includes a competency level (soft skills development) and a technological level (professional mentors training in systems similar to TWI). The events on the exchange of experience of mentoring, motivation of mentors, providing for moral motivation (through raising the status of a mentor) and material motivation are justified. It is proposed to develop and adopt a professional standard in the field of mentoring, as well as develop a regulatory legal framework in the field of mentoring (changes in labour legislation, provisions of social partnership agreements, guidelines for mentoring, local acts of enterprises).

Abstract

Basis of the growth of Russian economy is the development of industrial sector. This sector of economy should have a strategy at different levels as national, regional and corporate. Article discusses the corporate level of development. The strategy is based on global trends of promoting social justice, human rights and considers of increasing the proportion of elder. The article proposes the creation of geriatric centers at industrial enterprises, which will reduce the economic burden on the state, develop a socially-oriented economy, improve the quality of life, also enhance the social attractiveness of enterprises. Geriatric center provides its own functioning due to the phased payments of employees under the condition of continuous work experience, also expects partial subsidizing of the state. The article provides an example of writing basic elements of strategy of the provision geriatric services by industrial enterprises. The concept of the strategy was developed according to the methodology of Doctor of Economics, Professor, Foreign Member of the Russian Academy of Sciences, Honored Worker of Higher School of the Russian Federation, Laureate of the M.V. Lomonosov Prize for scientific works of the I degree V.L. Kvint. Based on the OTSW analysis, article describes the possibilities and threats of the external environment of the strategic object, as well as the strengths and weaknesses of its internal side. The mission and vision were identified, as well as priority development directions. The goals and objectives of the strategy concept of geriatric centers at industrial enterprises were formed.

Abstract

The development of mineral resources deposits, whether it is open pit or underground mining, involves a large amount of initial investment, much of which is spent on building the infrastructure of the future enterprise. Capital investments will be the greater, the farther the deposit is located from regional centers, settlements, the more complex the structure of the deposit itself is. Modern market economy reality makes the question of equity distribution opportunities on mining one of the most pressing. Participation in the tender for the license acquisition, despite the antitrust policy of the state in this area, can be afforded mostly only by representatives of large businesses, while small regional companies are left to deal with less attractive deposits in terms of investment in the development. The authors of the article have analyzed and ranked the main factors affecting the profitability of mineral deposit development during the period prior to its commissioning, with the aim of offering a method of economic support and incentives for business representatives who are ready to take specific mining risks. Based on the considered factors, a classification of deposits according to the profitability of mining was developed, the use of which can give a more accurate description of the proposed subsoil use areas by the level of necessary investments in the construction of a mining enterprise. The authors have proposed an economic mechanism to stimulate regional subsoil users who are ready to develop deposits of mineral resources that are risky in terms of long-term investment. A refund ratio is proposed – which part of the license cost for subsoil use is supposed to be returned, during the construction of the enterprise period, before it reaches its planned capacity.
