Abstract

The authors of the article suggest the strategy of forming a platform operating model to increase the level of digital maturity of industrial systems in the changing conditions of reality. They have analyzed the current situation on adapting industrial systems to the changing conditions of reality of 2022: the sanctions restrictions and the COVID-19 pandemic crisis. In analogy with the bionics companies concept the authors introduce the term of «bionic industrial systems» as the aggregate of economic entities which form the closed cycle of producing artificial products by machine and combine new technology with human ability of transforming operations on the basis of digital strategizing, develop the experience, customer relationships and more effective performance, increase the pace of innovation significantly. There is a conclusion that bionic industrial systems are characterized by the presence of digital strategies, high level of digital maturity which should be evaluated according to the index of digital acceleration. The authors suggest four strategies allowing transformation of industrial systems into bionic ones and maximize their value on the basis of digital strategizing. The use of platform operating model is considered to be the key distinctive feature of the bionic industrial systems. The article presents the strategy of forming a platform operating model of bionic industrial systems based on the model of digital transformation of the transactions of the Deloitte company. This is the structure describing the digital path on the basis of defining 10 evolution stages taking into account cybersecurity and digital culture. The digital industrial platform ZIIoT by the Russian IT-company «Tsifra» (Digit) has been studied as the best experience, and the authors present practical cases of its implementation in Gasprom, Lukoil, Novolipetsk Metallurgical Plant. The implementation of the strategy of forming a platform operating model in industrial systems is expected to result in reducing costs due to accelerated implementation of digital scenarios, additional income and opportunities of diversification through digital strategizing, etc. The authors introduce the concept of forming a platform operating model to increase the level of digital maturity of industrial systems.

Abstract

In non-stationary economic conditions, being one of the most promising macroregions of Russia and despite the existing problems, the Far Eastern Federal District possesses all the resource and technology potential essential for a breakthrough in socioeconomic development. In the Far East the potential driver of development can be presented by the gas industry on the functioning and development of which is concentrated the entire range of interests (national, public, regional, industrial, corporate and international), and which possesses a number of large-scale strategic opportunities. In case the disclosed opportunities are realized through separate projects the effect may be only of the localized and short-term character. Thus, the approach should be complex and imply the development and further implementation of a full-scale industrial strategy integrated into the general system of strategies. Doe to this, the purpose of the article is to systematize the findings of the strategic analysis of the Far East gas industry and using it as the basis for creating the concept of the industriial strategy. According to this, the author builds up the concept of the mission and the vision of the strategy for the gas industry of the Russian Far East and provides a detailed description of the strategic priorities with their resulting objectives and basic effects of the public and economic efficiency of their implementation.

Abstract

The article deals with the problem of processing, utilization and recycling of the waste household appliances and electronics and the potential scenarios of its solution. Firstly, the topicality of the problem is connected with the fact that an average computer contains 0.09 g of gold, up to 1.1 g of silver, 0.4 kg of aluminum, 0.2 kg of copper as well as iron and plastic. The materials mentioned can be regarded as a valuable resource. Also there are dangerous materials which should not enter the environment. On the other hand, the cost of recycling and extraction of these materials exceeds their value. The article also studies how the general economic and innovative development of the country and the degree of the government intervention in the innovation area affect the development of the new economics model. The authors reveal the difference of priorities for developed and developing countries during the transition to the closed loop economics. They also study the features of legislation in the European countries and those of the Asian region. To stimulate the development of the recycling industry the authors suggest using income tax allowances.

Abstract

The article contains analysis of the relationship between ESG ideology and the tasks of the industry and the healthcare sector. The study is aimed at formation of the principle of strategizing of the development of the Russian healthcare industry, on the one hand; and, on the other hand, at updating approaches to the implementation of ESG principles into the practice of management in Russia. On the basis of identification and clarification of cross-country patterns of mutual influence of per capita energy consumption, ecological situation and the expected lifetime (the value of which reflects the integral performance of the healthcare system) the authors discover that the latter indicator is the most relevant for Russia as the strategic indicator for evaluating the effectiveness of the action taken on the development of the economics. The authors consider it advisable to update the ESG-ideology and directly include the assessment of the influence of the economic entity on the quality of life of the employees, customers, partners and the whole society. In addition to the activities of medical and preventive organizations, production of medicines and equipment for treatment and health promotion the healthcare industry may indirectly involve a wide range of economic activities. Moreover, global healthcare is one of the most significant and profitable economic industries. Addition of the evident component of Health to the investment criteria of Ecology, Social politics, and Government (ESG) and development of the ESG+H initiative may become a catalyzer for including the Health criteria in the basic methods of business management and investment objectives of financial entities. The measurements carried out in the study indicate that the effectiveness of investment projects for healthcare in the Russian practice of the ESGideology implementation should be regarded as the key parameter with the consideration of the relevance and timeliness of establishing the National Development Goals.

Abstract

The article deals with the potential financial risks for Russia, devoted to the crossborder carbon regulation in the EU and its impact on the metallurgical industry. Due to the imposed economic sanctions and the refusal of a number of Western countries to cooperate with Russia the companies involved in the metallurgical sector are forced to transfer their export flows from the European markets to the Asian countries with China predominating. The authors conclude that in the short-term perspective the main tasks challenges for business will involve import substitution, search for the new sources of supply and restructuring of logistics chains. However, it is important to continue developing ESG principles, managing ecological risks and reducing carbon dioxide emissions in particular. Implementation of decarbonization strategy will let the business preserve the volumes of export and remain competitive in the international market where various incentives and mechanisms of decarbonization are formed. The authors analyses the relevance of climatic agenda in Russia: emergence of new financial tools, formation of ecological direction in the legislation as well as appropriate government support of the measures for improving environmental protection in terms of industrial enterprises’ activities. The authors point out that decarbonization of metallurgical sector requires developed partnership between business, state and ESG investors to provide the companies with access to external financing, modern domestic technology with the reduction of carbon payments in the future. In general, the article contains evaluation of the impact of financial tools, existing ESG principles and cross-border carbon regulation in terms of current development of the metallurgical industry.

Abstract

Currently, in the context of the transition to the development of new sources of renewable energy, the issues of digitalization of the energy sector are becoming increasingly relevant. Digitalization captures all areas of activity and involves the integration and transformation of the energy system, which makes it possible to obtain socio-economic effects. Five groups of indicators have been identified (human capital, reliability and quality of power supply, availability of electricity, environmental sustainability, and political and infrastructural readiness of the country for digitalization), which provide an objective assessment of the digitalization indices of the energy sector of a particular country. Approbation of the procedures and the results obtained was carried out by the method of factor analysis using limited and contributing functions. As a result of the assessment, the leading countries were identified in terms of the digitalization of the energy sector, which have an impact on countries with a low level of digitalization and on the development of mechanisms and tools for the digitalization of the sector. As part of this study, the prerequisites and main components of the readiness of countries for the digitalization of the energy sector are highlighted. The applied analytics made it possible to identify potential points of growth in the digitalization of countries with its low level, to develop appropriate measures. Seven stages of the processes of digitalization of the Russian energy sector are identified, indicating the resulting effects and directions for its possible development.

Abstract

The heart of any innovative ecosystem is people who due to their motivation and skills are able to create something new. However, numerous studies and statistics characterizing the results of innovation reveal low level of its activity. The authors of the article reject the hypothesis of opportunistic behavior of the subjects of innovation as the main reason of their low innovative performance and focus their attention on the system organizational and managerial barriers hindering the intellectual labor productivity and, in particular, on the lack of time for experts to solve innovative problems. The study focuses on the specialists of the Chief Engineer service who ensure the implementation of the technical policy of industrial organizations. The article has aims to present the results of personalized analysis of time consumption of the engineers of one of the chief engineer services (Chief Technologist Department). The data obtained makes it possible to identify organizational and managerial barriers of producing technological innovation and formulate recommendations on overcoming them in terms of digital transformation. The authors have collected, analyzed and systematized the data on engineers’ working time consumption. They have also established the disproportionality of routine and innovative component of the engineers’ labor, suggested options for improving proportions at the basis of point and system scenarios for redistribution of the working time consumption that requires solving organizational issues of strategic character. The article focuses the attention on the fact that engineers need to be allocated certain time to form competencies to create and transfer new technology into production divisions, to absorb technological knowledge, prepare industrial organization to accept new technology. As the example of a system scenario implementation the authors adduce creation of the sectoral engineering centre.

Abstract

Strategic development of social and economic agenda in corporate sector of economy is a noticeable trend. Strategic leadership of the companies in the 21st century is impossible without consideration of the economic and public efficiency issues. Investors tend to study non-financial factors within the investment analysis to reveal non-system risks and find strategic opportunities for growth. ESG-strategizing deals with extensive directions of the company activities such as human resources policy, ethics, corporate management, corporate social responsibility, responsible investment, etc. Achieving high results in ESG-strategy triggers development of the company strategic brand, builds up long-term loyalty of the employees, investors and government agencies, as well as increases the trust of local residents in the regions of the company’s presence. The author applies the methods of analysis and synthesis, comparison and generalization. The article contains analysis of the best practices of the implementation of ESG-standards into the activity of domestic and foreign companies in different industrial sectors including automobile, oil and gas, mining and creative industries. Basing on the conducted industry benchmark the author has developed conceptual architecture of ESG approaches’ implementation into the company development strategy. Such documents of the strategy as the mission and the vision should point out the company’s commitment to ESG principles. Considering the importance of communicating information to different actors correctly, the author adduces a set of tools of the strategic communication system. Use of the strategic communication system for promoting ESG-standards should be directed towards both the external and internal environments of the company. Digital tools of strategic communication meet the criterion of zero hydrocarbon emission in the most appropriate way.

Abstract

The specificity of the activity of managing organizations directly influence the organization of their accounting system. Limited material and production resources and income add special significance to establishing a system of formation of the information about costs and income by responsibility centers. Organization of accounting by responsibility centres in this case becomes a tool of effective and timely control and administration of a managing company’s activity, a tool of increasing the responsibility for the performance at all levels. The article contains the authors’ study of the specificity of accounting by responsibility centers which allows for its use in the managing companies, working out the requirements for effective organization of accounting by responsibility centers. The authors provide characteristics of accounting by responsibility centers and suggest practical recommendations for organizing accounting by responsibility centers in managing organizations. A serviced apartment building is studied as a responsibility center. The authors identify indicators for control and evaluation of the corresponding centers’ performance. They define and group requirements for organizing accounting by responsibility centers in accordance with the functional feature. The suggested sequence of the accounting tasks makes it possible to optimize the process of working out managerial decisions based on correctly selected and necessary information.

Abstract

Adaptation of business models of financial and credit organization into technological companies is one of the modern development trends of the financial sector. Digital transformation of financial and credit organizations into technological companies is aimed at establishing partnership within service ecosystems and provide the customers with scalable solutions. Foreign and Russian experience shows that ecosystem approach (network form of business model organization) contributes to overcoming the crisis. The ultimate goal of the financial organization is still to be customer-oriented and at the same time remain mobile, inclusive and agile company based on reliable data and open to new opportunities. However, without a strategy aimed at the long-term sustainable success, finding and occupying a new niche in the market space, in most cases application of new technology only leads to a temporary victory. The author of the article justifies the advantages of strategies of digital transformation of the leading technological companies with a banking license. On the basis of the V. Kvint’s theory of strategy and methodology of strategizing the author analyses the implemented elements of digital transformation strategy of technological companies and identifies their common development patterns.

Abstract

Introduction of sanctions restrictions, curtailment of international relations that caused significant reduction of volume of foreign trade turnover and the intensity of interaction between the world countries in technological and financial area, is continuing to have a significant impact on the economic development of the Russian Federation. One of the topical tasks within the general issues of improving strategic planning mechanisms is extending the opportunities for application of the existing methods and tools for identifying the degree of interrelationship between the economic development of the territorial entities and dynamics of the migration process including the perspective of the further creation of forecast scenarios for changes in the migration attractiveness of the entities of the Russian Federation. An effective tool for solving this problem is development and implementation of various economic and mathematical models that provide the opportunity for identifying the key factors affecting the migration activity of the population, carrying out scenario forecasting to evaluate the effect of various measures of government regulation on the dynamics of social and economic development of the territories in the medium- and long-term perspectives. The study in hand involves comparative assessment of well-known approaches and tools used for imitative modelling of economic and demographic development of territorial systems with different level. The authors have conducted the analysis that made it possible to reveal the opportunities and the limits of their practical implementation within the task of evaluating the mutual influence of the migration activity of the population and economic development of the territories. Taking into account the results of assessment, the authors formulate basic principles and requirements for establishing an appropriate set of modelling tools. They justify the approach to studying the mutual influence of the migration activity of the population and economic development of the region based on the complex application of imitation modelling methods, indistinct logic, parameter analysis as well as geographical information technologies. Complex application of these methods will provide for the development of mechanisms of regulating interregional migration and allow establishing the measures for ensuring sustainable development of the economics of the regions of the Russian Federation in the long-term perspective.

Abstract

The article studies the problem of improvement of training of engineering personnel for our economics according to the new model of its development. The country needs a technological sovereignty for its sustainable development. It is essential to make structural transformation in the economy that needs competent human resources, and especially those with technical education. Technological processes are changing significantly, and, consequently, new professions and occupations are emerging. The article indicates the disproportion on the number of higher educational institutions and the number of students between two megapolises (Moscow and St. Petersburg) and all the rest regions of Russia. The analysis of the functioning of the system of higher professional education in the 2018–2019 academic year has shown excessive contingent of students in the universities of Moscow who study for a fee. The authors suggest differentiating the Bachelors and Masters’ admission plans for school and college graduates. In recent years, our country has faced a sharp reorientation of the evaluation of educational outcomes from the concept of knowledge and skills to the concept of competency. However, the accepted within the educational standards competency approach has failed to become a breakthrough in the quality of the students’ training. It has failed to introduce any cardinal changes in the process of training and up bringing itself. The standards do not contain any recommendations on working out mechanisms of formation of graduates’ competencies for higher educational institutions. The authors suggest differentiating the concept of competency by the signs of its manifestation by an employee in his professional activity. The quality of training of the university graduates is alleged to lie in the field of teacher – learner relationships. The article reveals the need for formation of psychological and pedagogical competence of university teachers and training them to apply new pedagogical methods.
