Abstract

The article explores one of the prospective directions in gas industry - production and consumption of liquefied natural gas (LNG). The purpose of the study is to identify the strategic opportunities for the development of small-scale production of LNG (SSPLNG) in Russia as a strategic direction and define the strategic priorities corresponding to this vector of development. The article contains the results of OTSW analysis, which identified the opportunities, threats, strengths and weaknesses of development of SSPLNG in Russia. Among the strategic opportunities the author identifies the opportunity of using liquefied natural gas to gasify of regions of Russia, the opportunity of using liquefied natural gas as marine fuel, and the opportunity of using liquefied natural gas as motor fuel. Also, the author formulates three strategic priorities for the development of small-scale production of liquefied natural gas in Russia.

Abstract

The article explores the role of professional associations of technology transfer in the process of transferring industry best practices and tools. The author has identified and identified the main activities of such organizations, which is to create cooperative chains of interaction between key market participants using various tools of professional associations. Such professional associations of technology transfer as AUTM and ASTP-Proton hold events of various formats, including educational programs, provide consulting services for global market players. Participation in such associations brings additional competitive advantages to members in the form of obtaining the best practices for the success of innovation, access to analytical market data and knowledge bases, and reports on trends.

After researching international experience, the author proposed the strategy development program of such a domestic industry transfer technology association to form a competitive apparel and textile industry. The strategy basis is based on the methodology of the domestic economist and author of the Russian school of theory and strategizing process V.L. Kvint.

Abstract

Essential attention, since 1996 is paid to a problem of reduction and localization of the negative impact of the waste on the surrounding environment. However, as it is emphasized in «The strategy of development of the industry on processing, to utilization and neutralization of industrial and consumption waste until 2030», accepted in January, 2018, development of the industry in the field of involvement of waste in economic circulation still is in Russia at the unsatisfactory level. At the same time the main efforts of the parties go for settlement of the environmental problems connected with the solid municipal waste making only 0,1 % of all waste which is annually formed in Russia. For settlement of this significant problem in the article are offered the directions of minimization and a detoxication of industrial wastes as their importance at elaboration of strategy of the Russian industrial enterprises including new important requirements to waste management. In the scientific plan the author offers to deepen the researches in the field of industrial ecology, including more accurately to structure it according to sections, the saved-up methods and technologies, indicators of the monitoring of the efficiency and the audit of the legislation in this sphere. It is represented significant to concentrate the efforts on carrying out the large-scale comparative researches excluding distortion of data and cursory examination of these difficult questions. For the level of regional and federal government (taking into account complexity of carrying out strategic work at the qualitative level for a number of regions) it is offered to integrate the all approaches which are saved up in settlement of these problems, including for the purpose of the standard recommendations development considering the consequences of the accepted innovations for the prices and the tariffs change in Russia.

Abstract

In modern conditions, the nature of scientific activity in the chemical and technological field is changed radically. Therefore, it is particularly relevant to implement an effective scientific and technical policy in this area in order to reduce the level of risk of the negative impact of hazardous chemical factors on the population and the environment. For a deeper understanding of the problems associated with the evolution of research and development in the chemical-technological field, the development of the issues of determining the effectiveness of scientific activity was applied in relation to the assessment of basic and applied research. The features of the development of science in the chemical-technological field in modern conditions are highlighted. A review of methods for determining the effectiveness of research and development is presented, and methodological problems are discussed. The specificity of determining the effectiveness of fundamental and applied scientific research in the chemical and technological field is highlighted. The problems of operational and long-term planning of research and development are investigated. The features of the expansion of research in the field of chemical technology are revealed. The problems of increasing the resource-intensiveness of research and development, staffing and optimization of training mechanisms for graduates of rare specialties in the chemical-technological field are investigated. Scientific and methodological approaches are proposed for determining the effectiveness of scientific activity in the chemical and technological field. Efficiency evaluation criteria are developed, which take into account the internal effects and externalities of scientific activities in the chemical and technological field. Efficiency is proposed to be evaluated according to three groups of criteria, internal efficiency, external efficiency and structural efficiency. Since the main part of the information can only be obtained through examination, the problems of obtaining and processing expert information are highlighted and ways of solving them are outlined.

Abstract

Subject/subject. The present stage of development of the Russian Federation assumes active consideration of questions of forming and development of ecosystems in the innovation sphere. It is dictated by activation of the innovation capacity of the country, taking into account the available industrial production and technology base and the solution of nation-wide tasks in the field of import substitution and increase in industrial volume of release of hi-tech products.

In this regard questions of the description, analysis and development of ecosystems of innovations purchase the special importance in the field of orientation of the existing industrial capacities on the solution of nationwide tasks.

Purposes/tasks. Development of the existing theoretical base and methodical providing in the innovation sphere regarding creation and development of ecosystems assumes the analysis of modern practical experience in the field of management of similar systems.

The purpose of this scientific article is the analysis of the importance of the existing production reserve in development of ecosystems of innovations.

For disclosure and achievement of an effective objective it is expedient to solve a number of problems:

1. To create graphic model of external and internal aspects of an ecosystem of innovations.

2. To carry out the analysis of indicators of the innovation activity of the enterprises of the Russian Federation.

3. To offer recommendations about application in practice of ecosystems of innovations.

Methodology. In article methods and tools of the complex analysis on the basis of systematization of theoretical provisions and practical material found application. In article the graphic model of external and internal aspects of an ecosystem of innovations is provided. During forming and representation of graphic model system and analytical approaches found the application.

Results. Classification of external and internal factors of ecosystems of innovations, the graphic model of ecosystems of innovations reflecting made factors recommendations about development of ecosystems of innovations in relation to the enterprises of the industrial sphere became results of this scientific article.

Conclusions/importance. Conclusions have practical character regarding determination of the directions of scientific and technical development of the enterprises. The importance is defined by a possibility of the further analysis of the list of essential factors of ecosystems of innovations, adaptations and applications of analysis results in practical activities of the enterprises.

Abstract

One of the most important problems of designing production systems is to ensure their reliability. At the same time, it is meant not only the technical reliability of technological equipment, but also the influence of external and internal random factors that lead to failures of the production process.

In most works related to the study of regularities of random processes in production and other technical systems, the known axiomatics is used. The corresponding analytical tool allows to solve the problem of assessing the probability of production tasks (for example, daily schedule of steel smelting or monthly production plan).

The known formula for estimating the probability of some random event, which determines the specified probability as the ratio of the number of successful experiments to the number of all experiments, is usually accepted as an axiom.

There is no doubt that this axiom is fair, as it is always confirmed by experience. However, it is interesting to obtain this confirmation analytically.

This paper presents an analytical conclusion of this formula.

According to the frequency axiomatics of probability theory, the probability of some event p* is determined by the ratio of the number of realizations of this event y in a series of n independent tests to the number of these tests.

The value of y has a binomial distribution, which at sufficiently large n by Laplace’s theorem tends to normal with the same parameters. Almost normal law can be used already at n > 15 .

We write the evaluation model p* as the relative frequency, that is, the ratio y to n.

The distribution law of p* as a linear function of y is also asymptotically normal.

The numerical characteristics of the distribution of p* are calculated by known formulas for linear functions of random variables.

Questions arise: is the estimate of p* optimal and how to estimate its variance to then compute a*[p*]? To answer these questions, an optimization problem is formulated, for which the Lagrange multiplier method is used.

The solution of this problem has shown that the axiomatic values of the 1/n multipliers used are optimal in the sense of the minimum variance of the random event probability estimate.

Abstract

Over the past 25 years, Russia has experienced four major economic crises: transformational, debt, global, economic and political. At the same time, in the conditions of the crisis, there is an imbalance of the industrial organization and its business processes, the reasons for which are: the joints that arise within the business process and in the contact of two or more business processes; suboptimization; the presence of strong imbalances within the organization; reducing the capacity of the links of the production organization along the production chain; indestructibility of restrictions; being at different stages of the life cycle of different functional departments. By business process we mean a set of operations, the order of their execution within the business process is clearly defined by the technology or the relevant rules or instructions. In this case, the classification of the business process is important in its identification.

Since any organization fully functions only as a system, and not as a set of individual elements and processes, and subject to interaction with all other types of systems, for the successful operation, strategically sustainable, harmonious and evolutionary development of the enterprise should be maintained a state of balance of its system structure and certain organizational skills and administrative management styles.

Abstract

This article presents the current trends of corporate mergers and acquisitions in RF. Due to the positive trend, the authors prove the relevance of the study of corporate governance principles. A hierarchy of principles of corporate management is proposed taking into account the social component and corporate synergy. The authors identify the following basic principles of corporate governance, arranged in a hierarchical sequence: sustainability, innovation, social responsibility.

Security, corporate synergy. It is hypothesized that the implementation of each subsequent principle is possible only after the implementation of the previous one.

The concept of corporate sustainability involves not only the financial, social and environmental performance of the corporation, but also its innovative activity, the ability to develop and implement innovations. The principle of corporate social responsibility involves achieving transparency and accessibility, as well as social investment.

Ensuring sustainability, innovation and social responsibility brings the corporation to the next level of our proposed hierarchy - the formation of security of all participants of corporate relations. The presence of this principle in the hierarchy proves the advantages to the participants of corporate relations.

In compliance with the above principles, we can talk about the effectiveness of the joint operation of all parts of the corporate network, i.e. of corporate synergy.

The authors study various manifestations of corporate synergy, in particular the synergy of expansion and synergy of connectivity, focus on the flow and inter-flow corporate relations and synergy.

The concept of corporate management, consisting in the consistent implementation of the principles of corporate governance, which culminates in corporate synergy, efficiency and feedback from the highest principles, involves the creation of a new type of corporation with a high degree of corporate social responsibility.

Abstract

The article describes an approach to dynamic definition of achievable ambitious goals of the company on the horizon from two to five years and their breakdown for organizational units that allows to provide a market advantage over competitors. To solve this problem we describe a mechanism for analysis of the main factors in improving competitiveness of the enterprise based on Michael Porter’s Five Forces. A new approach to determine quantitative values of goals that are ambitious and stimulate staff to achieve significant results is proposed. The approach to breaking down these objectives for the company’s units on the basis of theoretical potential assessment is also described. The ambition of the approach is dictated by the need to include factors of production in ensuring the final result of the enterprise. The proposed method allows to determine reasonably such quantitative values of goals that will be ambitious but at the same time achievable. On the basis of the methodology an example of setting ambitious cost reduction goals for the departments of the steel making enterprise is shown.

Abstract

The article studies the influence of the specifics of the Kaliningrad region on the development of the logistics complex of an industrial enterprise, which includes economic, geographical, scientific, technical, economic, transport, logistics and infrastructure features. The advantages of the geographical location of the industrial enterprise under study - the Nivensky GOK, namely the proximity to potential sales markets, the availability of the formation of intermodal transportation, the developed transport and logistics infrastructure of the region are demonstrated.

The article focuses on the need for the formation of a logistics complex for the mining and processing plant, which is an association of various transport and logistics infrastructure facilities that does not involve the construction of its own transport and logistics infrastructure, due to the outsourcing of cargo transportation.

The Nivensky GOK, a projected mining and processing plant for the production of SOP - premium mineral fertilizers (potassium sulfate) in the Kaliningrad region, has been studied in detail. The specificity of the products produced by this industrial enterprise will be its orientation, primarily, to foreign markets.

Based on the research of scientific and technical literature, the following issues were considered: the impact of the region’s specifics on the development of the logistics complex of an industrial enterprise, the particularities of mastering the approach to defining infrastructural constraints in the regional economy for the successful implementation of the project to form a logistics complex of the mining and processing plant. The article used current and modern tools of complex analysis based on the structuring and systematization of the basic material.

The analysis is given of the peculiarities of the development of the own logistics complex of the corresponding industrial enterprise. The results of the study were recommendations and conclusions regarding the specifics of the development of the logistics complex of the Nivensky GOK in the Kaliningrad region. Significance is expressed in practical significance and the possibility of using the recommendations and the results of the study.

Abstract

Abstract

The results of analysis of existing methods and methodology of workplaces evaluation are presented in this article. It is revealed that methods are based on the application of technical, organizational and labor safety criteria.

The methodical approach to evaluating the efficiency of workplaces at open-pit coal mine is substantiated. The approach takes into account the capabilities of operational accounting system of the enterprise, informativeness of the indicators used for management decisions making and effectiveness of labor and capital goods joining - two main elements of any workplace. The efficiency of labor and the efficiency of equipment are used as a criteria of the workplace efficiency. The algorithm including the block of the workplace efficiency evaluating and the block of the workplace efficiency increasing is developed for implementation of the methodical approach.

The article contains the results of implementation of the proposed methodological approach to evaluating the workplaces efficiency at the mining division and the drilling division of domestic open-pit coal mine. Implementation of this method allowed to determine that 50 to 62 % of the workplaces are effective by the efficiency of labor and equipment criteria. Also method allowed to identify the «bottlenecks» of production process.

The proposed methodology for the evaluating the workplaces efficiency allows management of enterprises, heads of production units, specialists of economic services to develop and make more substantiated technological, organizational and managerial decisions concerning equipment placement, organization of workplace maintenance, professional development and motivation of employees. Establishment of a system for monitoring the workplaces efficiency and control the implementation of measures for its improving will ensure higher rate growth of labor productivity. This, in turn, will contribute to competitiveness maintaining and investment prospects of business.
